Adelina Greca, 13 years at the head of AKPT, has been the 'topographer' of the territorial massacres that brought thousands of Albanians to the streets. Protesters demand the cancellation of the strategic status and changes to the protected areas, but behind every changed map stands the 'map woman' that Rama refuses to release
Prime Minister Edi Rama has kept the same woman at the helm of the National Agency for Territorial Planning for thirteen years in a row, in a period where ministers are changed like gloves. Adelina Greca has led the AKPT since December 2013, defended by Rama as an innocent "technician", while under her nose Albanians lost thousands of hectares of coastline and mountains in protected areas. But now, when citizens have taken to the streets with demands that shake the foundations, Greca and her institution stand out as the invisible authors of every changed map and every surface robbed of nature.
After the protesters demanded the cancellation of the status for strategic investors, the cancellation of the changes to the Law on Protected Areas, and the cancellation of the Mountain Package, Prime Minister Edi Rama has not given any response, but behind the scenes stands the "woman of silence", Adelina Greca, who for thirteen years has technically signed every territorial massacre that the protesters are seeking to overthrow.
It is known that the AKPT does not vote or sign final decisions, but Adelina Greca, being Edi Rama's favorite, was the main architect who prepared every map, every coordinate, and every surface calculation on which the Council of Ministers voted.
Just as Adelina Greca acted as the "topographer" of Rama's bazaars when he mapped out the new boundaries of Pishe Poro-Narte, removing over 10,665 hectares of protected nature, an area equivalent to 15,000 football fields, from protection.
In fact, Adelina Greca began her "craft" of map manipulation in December 2013, when Edi Rama appointed her head of the AKPT at the very moment when the first major plunder of the Albanian coast was being prepared. For her "merits" as an expert in dividing the territory into zones that allow construction, Babloku has kept her in that position without any interruption.
Adelina Greca was so indispensable in the review of borders, according to the plans made by Edi Rama, that the government called her "the master of changed coordinates". Therefore, after every violation reported by environmental activists, she continued to remain at the head of the same institution, transferring responsibility to ministers who were changed like "socks".
With several territorial massacres on its record, two documented cases
- On October 26, 2022, the Council of Ministers approved VKM No. 694, which removed the protected status of 5,551.7 hectares of land in the Pishë Poro-Nartë ecosystem, and at the same time narrowed the boundaries of the remaining area from 21,238.0 hectares to 16,124.61 hectares. In total, over 10,665 hectares of protected nature were thrown out of any protection, an area equivalent to approximately 15 thousand football fields. The formal proposal came from the Ministry of Tourism and Environment, but every map and every coordinate attached to this decision bears the necessary technical imprint of the Agency that Greca has been leading for thirteen years.
- Within the territory remaining after VKM 694, the decision itself divided the area into three sub-zones. The central zone with strict protection received only 6,904.02 hectares, while the second zone, labeled "traditional use and sustainable development", received 8,780.49 hectares, where the law expressly allows infrastructure construction. That is, more than half of the territory that is called "protected" on paper, in fact allows construction.
For these two cases, it is not known whether the Prosecution or SPAK has launched any investigation, or whether these figures will be forgotten like any other environmental massacre in Albania.
In the years 2013-2026, despite the fact that thousands of hectares of land were removed from protection under her leadership, Adelina Greca remained at the head of the AKPT, changing ministers like "socks" and serving only one man: Edi Rama.
Now, protesters are demanding the cancellation of the status for strategic investors, the cancellation of the amendments to the Law on Protected Areas, and the cancellation of the Mountain Package.
But who technically designed these changes?
Who calculated the areas that went outside the defense?
Who structured the law so that "protected" areas allowed construction?
The answer is simple: Adelina Greca and her AKPT, who for thirteen years have been the invisible architects of every territorial massacre that has brought thousands of Albanians out onto the streets today. /Pamphlet

Eshte renim per 10 vitet e para pas ndertimit ( asnje takse nuk do te paguhet nga investitoret strategjike) dhe te gjithe vitet me pas do te jene si gerdalla bosh se do te kthehen si "favelas luksi "i thençin... Shikoni si jane katandisur Tenerifet pas bumit turistik te viteve 80...Ashtu si shume hotele dhe ndertime madheshtore kane shperfyryruar plazhin e Golemit, Durresit , Tiranes qe ngrihen madheshtore dhe arrogante ne cdo lloj peisazhi dhe arkitekture vetem per investim te parave te dyshimta, vetem per reabilitim pasurie per ata qe pastrojne te ardhurat dhe aspak ne dobi te komunitetit. Keto veprime manipulatore te ligjit kane targen: shperdorim detyre, manipulim te ligjit per interesa klienteliste dhe qoka investitoresh, konflikte interesi, etj, etj dhe mbi te gjitha tradheti ndaj atdheut - token e mbrojtur si pasuri kombetare seeshte e te pareve tane- as duhet te tjetersohet dhe as te shitet mbi te gjitha te huajve !!!!
