Tehran sets conditions for starting final negotiations with Washington, while Marco Rubio opposes any Iranian tariffs in the Strait of Hormuz...

Despite the signing of a memorandum of cooperation between the United States and Iran, the political and diplomatic clash between the parties continues. Tehran recently released a video from the secret "Zafar-66" program, which aims to develop the capacity to launch ballistic missiles from the sea.

The word “Zafar” in Persian means “victory” or “triumph”. According to published information, the test of the program was successfully carried out about 30 years ago. Meanwhile, Iran states that negotiations for a final agreement with the US will depend on the implementation of certain basic conditions set out in the Memorandum of Cooperation.

Iranian Foreign Ministry spokesman Esmail Baghaei said talks with Washington will only begin after both sides have started implementing the five main provisions of the memorandum signed in Islamabad.

According to Tehran, these provisions include a halt to military operations on all fronts, lifting the US naval blockade, restoring safe commercial navigation through the Strait of Hormuz, allowing Iranian oil exports and related transactions, and fully releasing Iranian funds that are under restrictions or freezes. Baghaei stressed that negotiations on the final agreement will begin once these measures enter the implementation phase.

On the other hand, US Secretary of State Marco Rubio stated that Iran will not be able to impose transit tariffs in the Strait of Hormuz as part of a future agreement with the US.

"This is an international maritime route. No country can impose tariffs or fees for the use of an international shipping corridor," Rubio told reporters, adding that countries in the region share the same position.

The US secretary of state arrived in Abu Dhabi, the first stop on a tour of the Persian Gulf countries, with the aim of reassuring US allies who were hit by Iranian missiles and drones during the conflict with Iran.

Rubio confirmed that the memorandum with Iran will be one of the main topics of discussions with regional partners.

He also stressed that some important issues are not included in the memorandum and will require further discussions. According to him, a complete and sustainable ceasefire in the region cannot be achieved as long as Iranian-backed groups continue to carry out missile and drone attacks from Iraqi territory or engage in violent actions, as Hamas and Hezbollah have done.

Over the coming days, Rubio is expected to hold meetings with United Arab Emirates authorities, then visit Kuwait and Bahrain, where he will participate in a meeting of Gulf Cooperation Council member countries.
