Europe has presented a counterproposal to the draft US-Russia peace plan for Ukraine. The document, drawn up by Britain, France and Germany, uses the 28-point US plan as a basis, examining it point by point with suggested changes and deletions. Reuters news agency has seen the plan and reported the full text of the document.
The full content of the European document on peace in Ukraine:
1. Ukraine's sovereignty must be reaffirmed.
2. A full and complete non-aggression agreement will be reached between Russia and Ukraine and NATO. All the ambiguities from the last 30 years will be resolved.
(Point 3 of the US plan has been deleted. An early draft of it by Reuters read: "There will be expectations that Russia will not invade its neighbors and that NATO will not expand further.")
4. Following the signing of a peace agreement, a dialogue between Russia and NATO will begin to address all security concerns and create a de-escalation environment to ensure global security and increase the possibility for future connectivity and economic opportunities.
5. Ukraine will receive strong security guarantees.
6. The size of Ukraine's army will be limited to 800,000 in peacetime.
7. Ukraine's membership in NATO depends on the consensus of NATO members, which does not exist.
8. NATO agrees not to permanently station troops under its command in Ukraine in peacetime.
9. NATO fighter jets will be stationed in Poland.
10. US Guarantee Reflecting Article 5:
a. The US receives compensation for the guarantee
b. If Ukraine invades Russia, it loses the guarantee
c. If Russia invades Ukraine, in addition to a strong coordinated military response, all global sanctions will be reinstated and any recognition of the new territory and all other benefits from this agreement will be withdrawn.
11. Ukraine is eligible for EU membership and will receive short-term preferential access to the European market, while this is being assessed.
12. Strong Global Redevelopment Package for Ukraine, including, but not limited to:
a. Creation of the Ukraine Development Fund to invest in high-growth industries, including technology, data centers, and AI efforts

23. Russia will not impede Ukraine's use of the Dnieper River for commercial purposes, and agreements will be reached to allow grain shipments to move freely through the Black Sea.
24. A humanitarian committee will be established to resolve outstanding issues:
a. All remaining prisoners and bodies will be exchanged on the principle of "All for All".
b. All civilian detainees and hostages will be returned, including children.
c. There will be a family reunification program
d. Measures will be taken to address the suffering of victims of the conflict.
25. Ukraine will hold elections as soon as possible after signing the peace agreement

27. This agreement will be legally binding. Its implementation will be monitored and guaranteed by a Peace Board, chaired by President Donald J. Trump. There will be penalties for violations.
28. As all parties agree to this memorandum, a ceasefire will take effect immediately upon both parties withdrawing from the agreed points to begin implementing the agreement. The modalities of the ceasefire, including monitoring, will be agreed upon by both parties under US supervision.
