Disagreements between the CIA and the Office of the Director of National Intelligence have led to reduced cooperation on strategic security assessments, at a time when the US faces numerous global challenges.
A deep institutional clash between the Central Intelligence Agency (CIA) and the Office of the Director of National Intelligence (ODNI) has damaged cooperation between two of the most important security structures in the United States. According to an exclusive report by Reuters, the CIA has stopped contributing to some intelligence assessments prepared by the office of the Director of National Intelligence, Tulsi Gabbard, including analyses related to the ongoing conflict with Iran.
Sources familiar with the matter say the disagreements have continued for more than a year and have created an atmosphere of mistrust that is hindering the coordination of strategic analysis, on which American presidents have traditionally relied for foreign policy and national security decision-making.
At the center of the conflict: the task force created by Tulsi Gabbard
According to sources, the tensions are mainly related to a task force set up by Tulsi Gabbard in April 2025, known as the "Director's Initiatives Group".
The CIA, headed by John Ratcliffe, alleges that the agency bypassed traditional procedures for sharing and declassifying classified information, acting outside of decades-old practices. ODNI officials, on the other hand, accuse the CIA of repeatedly blocking the task force's access to important intelligence materials.
ODNI spokeswoman Olivia Coleman denied the allegations and stated that the task force acted within its legal authority and in support of President Donald Trump's executive orders.
Consequences for US strategic analysis
One of the most serious consequences of this conflict is the significant reduction in the CIA's participation in analytical reports prepared by the National Intelligence Council (NIC), the main body that produces strategic assessments for the US leadership.
Reuters sources say that reports related to Iran are among the documents to which the CIA no longer regularly contributes. This has created a situation where the CIA and ODNI operate practically as two separate analytical structures, weakening the process of national intelligence coordination.
In one instance last year, the CIA even temporarily halted the publication of NIC reports on the intelligence community distribution system, limiting access to these analytical products. A US official described the incident as a “processing problem” that lasted only a few hours.

The situation comes at a time when the very leadership of the US intelligence community is changing. Tulsi Gabbard has announced that she will step down as Director of National Intelligence on June 30, citing family reasons. President Donald Trump has said he will appoint Bill Pulte as the acting head of the ODNI.
