Army Secretary Dan Driscoll is the latest unconventional U.S. emissary trying to force Ukraine and Russia to sign a peace deal as President Trump tries to end nearly four years of war.
Driscoll, the 39-year-old “best friend” of Vice President JD Vance, held talks with a Russian delegation in Abu Dhabi after securing Ukraine’s preliminary agreement on a revised peace framework following weekend talks in Switzerland.
The Army secretary's meteoric rise has its roots in the White House, which has appropriated Driscoll's office to boost the Pentagon's counter-drone capabilities, which lag behind both Russia and Ukraine.
Driscoll, whom Trump has called "drone boy," initially went to Ukraine to discuss ways the US could take advantage of Kiev's technological development and capabilities for the benefit of American warfighters.
Then, the Secretary of the Army was given a more serious task: to present what could become the ultimate peace plan to end Europe's deadliest conflict since World War II.
At a meeting in Kiev last week, Driscoll handed Ukrainian President Volodymyr Zelensky an early version of a peace framework, called the 28-point plan, before meeting with Kiev officials in Geneva on Sunday to work out further details along with Secretary of State Marco Rubio, Trump's special envoy Steve Witkoff and Jared Kushner, Donald Trump's son-in-law, resulting in a new 19-point document.
In a sign of progress, Ukrainian national security adviser Rustem Umerov claimed that "the delegations reached a common understanding on the essential terms of the agreement discussed in Geneva."
The agreement proposes that Ukraine give up some lands not currently occupied by Russia in exchange for the Kremlin stopping the war.
Three administration sources who have worked with Driscoll describe a charming personality that hides a toughness behind closed doors, but his main asset is his connection to Vance, who took the Iraq War veteran under his wing at Yale Law School.
"Driscoll is just like Jared and Steve. He's very close to the Trump family, but he's also very close to the vice president. So this is a guy who is probably part of the future leadership of the United States," a source told The Post.
"If you and I know it, the Russians know it too," said the same person.

Driscoll, të cilit Trump i ka dhënë edhe një punë anësore si drejtor në detyrë i Byrosë së Alkoolit, Duhanit, Armëve të Zjarrit dhe Eksplozivëve (ATF), tregoi anën e tij çarmatosëse në një aktivitet në Zyrën Ovale më 15 shtator mbi vendosjen e trupave të Gardës Kombëtare për të luftuar krimin në Memphis.
Trump foli me entuziazëm për pamjen e tij rinore: “Ajo fytyrë e këndshme dhe e bukur, dhe është një vrasës i vërtetë. Nuk e di si ia del.”

A third source noted that Driscoll has spoken openly about bankrupting old defense contractors.
“He has been able to effectively convey tough messages to powerful people, and there is no more powerful group of people in the United States in the military-industrial complex,” said the third source who has worked with him.
"He graduated from Ranger School and served a combat mission in Iraq. That's a sign of someone with some real mental and physical strength. He doesn't get through those schools and experiences just by being a good guy," the source added.
This source claimed that Driscoll's delivery of the initial peace plan to Zelensky was accompanied by a harsh message.
“He has said to the Ukrainians: ‘Look, this is the reality of the situation.’ Ukraine is now at a disadvantage. The United States and NATO have a limited ability to reverse the disadvantage you have on the battlefield, and the current course is not sustainable. And so, there will have to be difficult concessions.’”
Zelensky expressed concern on Friday that Trump's latest push for peace meant Ukraine "could face a very difficult choice: either lose dignity, or risk losing a key partner," before his government signaled it could accept refined peace terms, the full content of which is not yet public. /Adapted from the New York Post/
