Tenders turn out to be a "gold mine" for illegal beneficiaries.
This result is based on the files investigated by SPAK, starting from the revelations about the construction of waterworks, academic abuses at the agricultural university or KESH, prosecutions for the construction of police stations, school gyms, lighting, AKSHI, rural roads under the administration of municipalities to the axes and tunnels under the competence of ARRSH, and EU funds in the SASPAK agency.
It turns out that since 2024, 148 members of the Bid Evaluation Committee, heads of institutions and departments, including the former Deputy Prime Minister, have been charged with violating equality in tenders.
Although property investigations are ongoing for each of the files opened for violations of equality in tenders, so far only in 3 cases have assets and bank accounts, mainly of commercial companies, opened to carry out fictitious works and transactions, been seized.
Responding to Top Channel's interest in the investigation into the accusation of violating equality in tenders, the special prosecution office states that only for 2025, 53 members of the bid evaluation committee were handed over to the anti-corruption court after being found guilty.
SPAK's perspective on tenders is reflected in various reports citing that corruption takes place in a complex terrain through the manipulation of public procedures and the use of official positions for personal gain. SPAK states in these reports that public tenders are used as a means for the illegal distribution of funds.
This situation has led to a stalemate in the involvement of members of the KVO (Bid Evaluation Committee) in tenders due to the ongoing investigations.
According to SPAK, the violation of equality in tenders creates an artificial advantage for certain entities, negatively affecting fair competition and the quality of public projects. /Top Channel
