The report on how 41/bis failed for crime figures in Albania

A recent report by Italian authorities regarding the issue of cooperation with Albania in the fight against organized crime in Albania raises the alarm about the transfer of Albanian prisoners from Italy to our country.

Italy has a dramatic number of Albanian prisoners; more than 12 thousand people, a figure that ranks second on the overall list. After all, the champions are the Moroccans, who, in addition to being a larger population of about 40 million, have emigrated much earlier than us to Italy. But the number of prisoners from Morocco is not more than 1 thousand people, 13 thousand.

The state of overcrowding of Italian prisons with Albanians, in addition to the problem of difficulty in management, has also opened an issue regarding criminal investigations.

Since the vast majority of Albanian convicts or detainees are for crimes related to organized crime, mainly drug trafficking in the service of structured mafia groups.

The key problem is the continuation of the activity of these prisoners, even from prison to continue criminal activity. The idea of the Italian government authorities, mainly the Ministry of Justice, has been to transfer a part of the problematic prisoners to the Gjadri centers.

But a report by the Italian Antimafia has revealed that there is no confidence that this different situation of Albanian crime barons will reduce their activity in running from prison.

Analyzing the situation, they emphasize that initially, 4 years ago, the Albanian authorities raised hopes with the implementation of the Albanian 41/bis. That is, by creating conditions in the cells that would prevent mafia barons from connecting and acting with their collaborators abroad.

But, as stated in the report, the implementation of 41/bis has failed completely, as none of the organized crime convicts who have been placed under strict imprisonment are any freer than before to engage in criminal activity.

Italian organized crime investigation authorities emphasize that even important European agencies, as well as the US, do not advise transferring prisoners to Albania.

Even the British experiment, which was more political and supported by the Conservatives, to transfer prisoners to Albania, has failed. As a result of the financial power of crime barons who, through their lawyers, wage a battle within the system to stay in Great Britain.

One of the most well-known prosecutors in the fight against the mafia in Italy, Nicola Gratteri, who has mainly dealt with the Calabrian 'Ndrangheta, emphasizes that the Albanian mafia is a contractual asset of the Calabrians in the distribution of cocaine from Latin America to Europe. Thus giving this large army, which has 13 thousand convicts in Italy alone, great power to invest staggering amounts of money, as well as to maintain their power in the territory.

Gratteri believes that Albanian mafia groups, like all global criminal groups, feel safer in their own territory, where, in addition to being better protected, they know people and develop businesses where they circulate criminal money and create an environment that maintains power, whether in politics, the media market, or society.

The 41/bis regime was successful in Italy, after blocking the bosses of the Sicilian Cosa Nostra, the Neapolitan Camorra or even the Calabrian 'Ndrangheta from continuing their activities from their cells. This significantly reduced the aggressive activity of these organizations in the territory, reducing violence and creating hope among people who were afraid of crime.

Whereas in the case of Albania, the 41/bis regime is considered a failure not for practical reasons, but because it has so far remained only on paper. These reports are learned to have arrived in Albania, but also sent to Brussels. Where precisely for the issue of the passage of IBAR, the government of Edi Rama will be punished for hypocrisy regarding the behavior towards organized crime./ Pamphlet
