In addition to the property investigation, where Noka is suspected of hiding a villa in Lalzi Bay, the DP deputy is being investigated for illegal activity during the time he was director of the Board of the National Housing Authority (2008), where, using his public office, he gave four apartments from the homeless fund in the city of Saranda to his family, two brothers who lived in Belgium, his brother's wife and his sister who lives in Kamëz.
Prapaskena learns that SPAK has requested from the Ministry of Interior the entire practice of distributing housing for the homeless during the time when Flamur Noka was chairman of the Board of the National Housing Authority. BKH is also investigating the manner and circumstances in which Flamur Noka's family members became owners of the homeless housing, as well as Noka's role. According to sources, Noka's beneficiary family members, members of the Board of the National Housing Authority and the chairman of the institution at that time will be questioned.
How Noka was appointed to the EKB
In 2006, 16 years after starting his studies, Flamur Noka, currently the General Secretary of the Democratic Party of Albania, wrote that he specialized as an oncologist at the University Hospital of Tirana.
Instead of working as an oncologist, surprisingly, on March 31, 2006, Lulzim Basha, then Minister of Interior, appointed Flamur Noka as a member of the Board of Directors of the National Housing Authority.
On September 30, 2009, Sokol Olldashi, then Minister of Transport, dismissed Flamur Noka as a member of the Board of Directors of the National Housing Authority, after Noka had been elected as a member of parliament. It seems that Noka did not simply intend to receive a salary from the National Housing Authority.
A month after leaving EKB, on November 1, 2009, Flamur Noka obtained a 50 thousand euro loan with zero interest as a homeless person from the National Housing Authority, purchasing an apartment with an area of 83.7 m2 in the former Block.
Three years later, Noka sells the apartment he bought for around 50 thousand euros in the former Block (8th floor, old building) with a loan as a homeless person for 180 thousand euros.
With these 180 thousand euros, Noka buys a 260 m2 apartment and garage in the most expensive area of Tirana, in Liqeni, when in fact the value is 4-5 times higher. From the maneuver of selling the 83 m3 apartment on the 8th floor, buying a property worth about 1 million euros, Noka has an extra 6.4 thousand euros.
So he bought for 800 euros m2 in the most expensive area of Tirana, the second floor, while he sold for 2.1 thousand euros m2, in a cheaper area, the 8th floor. (Muli's house at the lake, together with the double garage, costs about 1 million euros).
In three years, Flamur Noka, thanks to the use of power, went from being homeless to having a fortune of around 1 million euros.
Housing for his family
Flamur did not only intend to enrich himself, by abusing power, but also his family members as a member and then as chairman of the Board of the National Housing Authority.
This is an official list of 73 people who have benefited from housing as homeless people in Saranda from the National Housing Authority.
Among the beneficiaries is also the state official Lule Basha, who is Flamur Noka's sister. The lady's only connection to the city of Saranda seems to be her brother's position at the National Housing Authority, an entity that she appears to have used for illegal personal and family benefits.
Among the beneficiaries of apartments in Saranda from the National Housing Authority, there are also Lulzim and Mevlan Noka, who are reported to be Flamur Noka's brothers. Among the beneficiaries of the apartments is also a Belgian citizen, Luçinda Faket, who is reported to be the wife of Flamur Noka's brother. It is precisely these facts of abuse of power for illegal personal/family benefits that are being investigated by SPAK./ Prapaskena
