Taulant Balla: Since 2012, I have expressed my doubts regarding the way the Sport Klub Partizan case was handled. Honorable members of the panel, out of a very large number of Ministry of Defense properties, it was striking how, in such a rapid manner, only one privatization was carried out, returning it to its former owners in record time.
At a time when the former owners are struggling to get their property back, the procedure for recognizing the return and even the procedure for privatizing the building was carried out. I am going back to 2012, when I conducted investigations as an opposition MP and as a sports fan, to show how it was taken away, and there you have it with evidence how in one document it is in the distribution plan and in another it is not.
SPAK: You have raised doubts about the origin of the ownership, after claiming that they were compensated?
Balla: I was introduced to the media by a document stating that the owners were compensated many years ago. It was widely known that the Italian government could not build an airport without having an ownership document.

Malltezi: Ju keni bërë kallëzim dhe thoni bazuar në prova. Sot dolët tek vlerësimet, sot i bazoni në vlerësim apo prova?
Balla: Zonja gjyqtare, kallëzime kryhen mbi dyshime, këto dyshime shoqërohen me disa dokumente që kanë bashkëngjitur kallëzimin.
Malltezi: Thoni aferë korruptive, çfarë afere?
Balla: Nuk ka një vepër më të qartë se kjo, se si merret një pronë shtetërore dhe privatizohet në mënyrë të paligjshme.
Malltezi: Dëshmitari tha që i ka marrë vetë provat dhe se këto prona janë tjetërsuar brenda 6 muajsh. Dokumenti i kthimit të pronës thotë që është bërë në 1999. A janë gjashtë muaj?
Balla: Kjo procedurë, nga informacioni që kam unë, është bërë në një periudhë shumë të shkurtër.
Malltezi: Zoti ka pasur dokumentet, njohja në 1999, kthimi në 2007.
Balla: Kemi të bëjmë me një pronë që në 2007 ishte në planin e përhapjes dhe nga ky moment deri në privatizim kanë kaluar 6 muaj. Mua më intereson fakti se si kjo pronë për 6 muaj iu hoq ministrisë dhe i kaloi privatit.
Malltezi: Cili ka qenë kundërplani i përhapjes?
Balla: Nuk më kujtohet emri, e keni në kallëzim.
Malltezi: Cila është procedura nga nxjerrja e planit të përhapjes?
Pyetje: A jeni në dijeni që Majko dhe Klosi janë shprehur për privatizimin dhe më pas ministrat e tjerë janë shprehur për privatizimin?
Balla: Po, jam në dijeni. Në vlerësimin tim, vlerësimi i dhjetë milionë lekë i godinave ka qenë akt korruptiv.
