Il reportage che ricatta Mirela Kumbaro. KLSH documenta come 802 ettari di Butrinto siano finiti nelle mani di Gjergj Luca e degli amici di Edi Rama con la firma di Kumbaro...
Mentre l'ex ministro Mirela Kumbaro viene convocata dalla Corte Suprema di Giustizia, il rapporto della Corte dei Conti rivela come 802 ettari del Parco Nazionale di Butrinto siano stati trasferiti silenziosamente a interessi privati. Al centro del piano: l'imprenditore Gjergj Luca, che oggi controlla un patrimonio naturale unico e illegale con un'unica società.*
Atto primo: L'azienda scomparsa di 802 ettari
Nel gennaio 2022, su proposta di Mirela Kumbaro, il Consiglio dei Ministri ha approvato la Decisione n. 59. Con tale provvedimento, il Parco Nazionale di Butrinto si è ridotto da 9.424,4 ettari a 8.622,2 ettari.
L'ALSAI ha concluso che tale decisione è stata presa senza alcuno studio scientifico: "Nei rapporti forniti... le ragioni che hanno imposto la necessità di intraprendere queste DCM non sono state elaborate in modo chiaro ed esaustivo".
SPAK dovrebbe chiedere: perché Mirela Kumbaro ha proposto di ridurre un'area protetta di importanza internazionale senza fornire alcuna motivazione?
Gjergj Luca, il 'pascià' del Lago Rrëza (Bufit)
La parte più grave di questo "sradicamento" territoriale è il lago Rrëzë (o lago Bufit), un monumento naturale dalle acque lattiginose, unico in Albania, alimentato da sorgenti montane di acqua salata e acqua dolce. Questo habitat ospita una specie di pesce che non si trova in nessun altro luogo del paese.
Il rapporto del KLSH rileva che circa 16 ettari di questo lago sono stati artificialmente collocati al di fuori dei nuovi confini dell'area protetta. Con questo spostamento dei confini, questo patrimonio naturale è passato sotto la tacita amministrazione di Gjergj Luca.
Non è una coincidenza. Nella stessa area, Luca controlla già una vasta zona che comprende il lago, i canali di collegamento e le rive circostanti. Quello che un tempo era un monumento naturale protetto con il massimo grado di tutela, ora viene sfruttato per l'estrazione mineraria senza alcuna restrizione legale.
Il KLSH descrive l'assurdità in questo modo: "Questo sistema unico di monumenti naturali ha al di fuori di sé circa 16 ettari di lagune... che, a causa della mancanza di comunicazione... sono conosciute come laghi". Quindi, un monumento naturale è stato strappato dalla mappa e il pezzo rimosso è finito nelle mani di un uomo d'affari.
SPAK dovrebbe indagare: quali comunicazioni sono avvenute tra Mirela Kumbaro e Gjergj Luca durante il processo di revisione dei confini? Chi ha beneficiato direttamente di questa "correzione" cartografica?
Resort che sfidano l'UNESCO
The removal of 802 hectares is not the only environmental crime in Butrint. During the audit, the KLSH found that the protected area is home to unauthorized construction and structures that conflict with the status of the National Park.
According to the materials provided, a construction by the AlbStar company (O.Rama), built on concrete foundations, literally stands on top of a 2500-year-old ancient wall. This investment, carried out during the time of Kumbaro, constitutes a direct violation of the UNESCO World Heritage Site.
Here too, the SAI finds serious inconsistencies: the management plans that should regulate any construction in this area are missing or have lost their validity. "The lagoons in the country, part of the network of protected areas, do not have valid management plans," the report states, adding that any activity carried out in them must be in accordance with these plans.
Another part of Butrint, the Vivari Canal, remains under the exclusive fishing rights of Klement Balili, a permit also signed by Mirela Kumbaro.
Armando Subashi, the mayor of Fier who is known as the owner of the Narta lagoon, has put up for sale the fishing ponds and, according to the 24th finding of the Albanian Supreme Audit Institution, opposes the inclusion of the Petriti lagoon in a protected area. This freshwater lagoon is a vital point in the Adriatic-Ionian corridor, one of the three global highways of migratory birds. This same report by the Albanian Supreme Audit Office documents the environmental and financial crime of the Vlora Airport, the 500 hectares of pomegranates belonging to Edi Rama's Russian friend, Oleg Deripaska, the bar built on a natural monument in the Patoku lagoon, as well as the permits of the National Territorial Council signed by Kumbaro and Rama: decision no. 3, dated 23.10.2019, for the robbery of the lands of the residents of Baks-Rrjoll through the Gener2 company of Bashkim Ulaj, and decision no. 9, dated 08.02.2017, for Bexhet Pacolli in Divjaka.
Violation of the Ramsar Convention and the call for justice
Kumbaro's decisions do not only violate Albanian laws. Butrint is a protected area under the Ramsar Convention. The Albanian Supreme Audit Office calculates that Albania, with this action, has unjustly reduced the Ramsar area by 643.32 hectares, without notifying the Convention Secretariat. "This reduction is a violation of international conventions, which may result in penalties," the report warns.
Now that Mirela Kumbaro is before SPAK, these facts cannot be ignored. The KLSH report provides a strong evidence base that 802 hectares were not removed for public interest, but to pave the way for specific beneficiaries. /Pamphlet
