The Kosovo government has given the green light to legislation on temporary measures on basic products, also known as the Draft Law on Price Ceilings.

Prime Minister Albin Kurti made it clear that this draft law is not intended to prevent price increases, but to prevent abuse and artificial price inflation during crises.

“We are bringing this draft law back for approval as a necessary response to the reality that our citizens experienced: sudden price increases, market uncertainty and the lack of effective protection mechanisms. With this legislation, we are not interfering in the free market, but we are protecting its freedom from abuse ,” said the Kosovo Prime Minister.
Kurti added that the law establishes a necessary balance between the free functioning of the market and the state’s responsibility to protect the public interest in extraordinary situations.

He insisted that the draft law provides clear instruments for temporary interventions, avoiding long-term market distortions.

Further, it guaranteed stable supply and affordable prices for basic products during crises, preventing speculation and unreasonable profiteering at the expense of citizens, and guaranteed that there would be a rapid institutional response when the market becomes destabilized.

This draft law was previously approved in the Kosovo Assembly, but was sent by the opposition to the Constitutional Court, which declared it unconstitutional.

This time, the Government has returned it for approval with the necessary additions.
