How the elections saved Ilir Proda's head

The Minister of Interior wanted to dismiss him after the total failure to control the territory, but Proda survived only thanks to a dirty bargain: tolerance towards electoral crime in the service of Edi Rama's victory...

For weeks before the elections, Edi Rama had decided to dismiss the Director General of Police, Ilir Proda, after May 11. The silent conflict between him and the Minister of Interior, Ervin Hoxha, had degraded to a total breakdown in communication and mutual intrigue against each other.

Minister Hoxha, one of the Prime Minister's closest people, openly asked Rama for Proda's removal, using as an argument the massive return of crime in the territory, the decline of police authority, and the involvement of chiefs appointed by him in criminal activities. In the last six months, a series of events and facts directly implicated State Police officials in collaboration with criminal groups, a catastrophic balance for a police leader.

But the unexpected happened: after the elections, the conflict between Hoxha and Proda disappeared as if by magic. Communication was restored, "peace" was established and everything was forgotten as if nothing had happened. The apparent winner against the Minister of the Interior. But Ilir Proda's survival had another, much deeper reason.

Ilir Proda saved his life because he served Edi Rama with the electoral crime.

During the electoral process, from voting day until the closing of the count, the police led by Proda became a silent guarantor of manipulation. In key cities; Tirana, Durrës, Elbasan, Fier, Dibër, Korçë, Kukës, Vlorë, dozens of cases with film evidence of interference by SP structures in the electoral process were denounced. Denunciations that ranged from voter lists outside and inside polling centers, to crime "observers" with official Socialist Party documents, to officials who exerted pressure near polling centers.

But the State Police, by order or by knowledge, did not act. In the vast majority of cases, the officers did not go to the scene at all. In other cases, they arrived hours late, after the evidence had disappeared and the perpetrators had fled.

In more serious cases, police were present at polling stations and did not intervene even when violence, threats, or open intimidation occurred. Such incidents were reported in Vora, Elbasan, Fier, Dibër, and Tirana, where criminal exponents working for the SP operated unhindered in the eyes of the police.

This silent and strategic "contribution" made Ilir Proda valuable to Rama. Not as a professional, not as a guarantor of the law, but as a guarantor of victory. And for this reason, the decision to dismiss was withdrawn, the file of the conflict with Hoxha was closed and his position was reconfirmed for as long as he will serve the government with the same conviction.

So, at the head of the State Police we have a leader who is rewarded for silence and tolerance towards electoral crime, while at the head of the Ministry of Interior is a loyalist of the system, who has translated loyalty into dubious services over the years.

This is the state that Edi Rama is building. A security apparatus that did not protect the elections, but the party. A police that did not guarantee order, but the result./ Pamphlet
