SPAK has taken Erion Isai as a defendant.
The Mayor of Kolonja, Erion Isai, has been indicted on charges of violating equality in public tenders and auctions.
Isai is facing charges of "Abuse of office", "Passive and active corruption", "Hiding assets", and "Violation of equality of participants in public tenders and auctions".
After investigations conducted on the tenders announced by the Municipality of Kolonjë, it has been found that most of them are predetermined, with a division of tenders that appears to be predetermined.
It is also reported that the works carried out for these tenders were not completed with the proper quality, nor according to the projects approved by the Contracting Authority.
A specific case that is mentioned is that of the reconstruction of the Gjonç Reservoir dam and the construction of mountain dams in the villages of the Kolonjë Municipality, during 2023.
The suspicions are that the works were not carried out properly, bringing consequences for the quality and standards of public works in this area.
Isai was reported to SPAK by lawyer Esmerald Xhafa, according to the latter he committed the above crimes for a tender for the Ersekë-Korçë road.
The lawyer also reported the members of the public procurement unit and the administrator of the firm that would carry out the works on this axis.
Businessman Spiro Zoto, former owner and administrator of "Rehovari shpk", Euljon Hasko, administrator and owner of "Rehovari shpk", members of the Procurement Unit for the years 2022, 2023, 2024 and members of the Bid Evaluation Commission for the years 2022, 2023, 2024, have been reported to the special prosecutor's office for the same criminal offenses.
It turns out that, upon taking over the leadership of the Municipality of Kolonjë, the government has shown itself to be generous by allocating millions of euros to improve road infrastructure, water supply, school construction, building facades, etc., and in cooperation with the Albanian Development Fund, several roads have been reconstructed, which, unfortunately, have been destroyed before the year is even over. An example is the road that leads to the Sarandapori Spas, Leskovik.
We recall that Erion Isai appeared before the Special Prosecution Office on the morning of January 15, 2025, where he refused to reveal to the media the reason for his appearance.
When asked by journalists about the reason for the summons to SPAK, he said: " When I get out, I don't know ."
He was questioned for 3 hours by Special Prosecutors on May 30, 2023.
"It 's an old incident, it has nothing to do with the municipality's tenders. I was called as a person aware of an incident."
It has nothing to do with electoral crimes, but rather with a concrete event from a long time ago, where the Municipality was not involved through a direct public tender, but as an institution that cooperates and has knowledge.
"It's up to the prosecution to decide who they're investigating, I was asked as a person who has knowledge. The investigators were in a good mood, why shouldn't they be in a good mood? It was my first time at the prosecution, it was nice , " he said at the time after leaving SPAK.
Erion Isai was elected mayor of Kolonjë in the 2023 local elections.
