The criminal file of the incident that occurred at the end of October in Bilisht, where Ilir Topçiu was taken hostage and then brutally raped by Altin Nallbati alias "Duçja", the brother of the DP MP, Bledjon Nallbati, and two other people, Marsel Buçi and Trajan Çeliku, is being clarified.
For the three above-mentioned persons prosecuted by the prosecution, the judge of Korça, Elena Tafa, on November 4, 2025, decided to impose the measure of "prison arrest" for a period of 40 days.
Today marks 30 days since the three people have been in prison on charges of "Unlawful Deprivation of Liberty", "Intentional Minor Injury" and "Threat", committed in collaboration.
Nallbati, Buçi and Çeliku are currently being held in Drenova detention center, while the lawyers and family members of the arrested have begun reconciliation negotiations with the violated complainant, Ilir Topçiu, whom they have asked to withdraw the criminal complaint and at the same time sign a notarial declaration for the normalization of relations with the 3 arrested persons, including the brother of the DP MP, Bledjon Nallbati.
The group of 3 people suspected that Ilir Topçiu had betrayed them by spying on the chief of crimes at the Bilisht police station, leading to the arrest in the village of Braçanj of Ylli Xhaçka, who was driving without a license.
For this reason, Trajan Çeliku went to the village of Vishocica, taking Ilir Topçiu (who was under "house arrest") by car, under the pretext that he would confront him with the chief of police crimes.
It is learned that it was all a trap, as Topçiu was not taken to the Bilisht police station, but to the warehouse of Altin Nallbat, alias "Duçes" of Devoll, who is considered by the Korça police as a character who leads a group of characters who carry out trafficking of Syrian clandestines, drug trafficking on the Green border with Greece and the distribution and trade of drugs in this area.
It seems that amidst these actions, the "Ducja", who bears no resemblance to "The Duce" (Italian Dictator Benito Mussolini), seeks to instill fear and terror in the Korça and Devoll areas.
It is learned that Ilir Topçiu was brutally beaten by 3 people, and from the blows to his body he fainted. But as he shows in his confession given to the police, when Marsel Buçi was mentioned, he put out his cigarette on his forehead and threatened him with the words: "...he would kill him, he would destroy him with acid...".
After conducting a forensic examination on the injured party Ilir Topçiu, doctors concluded that:
“…the injured party has one (1) hematoma of the eye, ecchymosis on the head, chest, abdomen, two (2) burn wounds on the forehead slightly shifted to the right with the characteristics described in the act. These injuries were caused by a hard tool (1) a hammer, (2) a tool
Me energji të lartë me mundësinë më të madhe cigare e ndezur…”.
Sipas dosjes hetimore të siguruar rezulton se në 30 tetor 2025, rreth orës 22:50, para oficerit të policisë gjyqësore ka bërë denoncim, Ilir Topçiu, i cili ka deklaruar si më poshtë vijon:
“…ditën e diel ose ditën e hënë, mesa mbaj mend më ka marrë një shoku im në telefon në messenger, i cili quhet Trajan Çeliku. Gjatë bisedës më ka thënë që ti je spiun pasi na ke shitur informacion tek shefi i krimeve në Komisariatin e Bilishtit, për shtetasin Ylli Xhaxhçka i cili është proceduar penalisht pasi ka drejtuar automjetin pa leje drejtimi. Pas bisedës më thotë dil te sheshi i fshatit për tu sqaruar bashkë me shefin e policisë…”, ka treguar në polici i dëmtuari Ilir Topçiu.
Më tej i dëmtuari ka treguar në prezencë të grupit hetimor se ishte mashtruar nga shoku i tij, Çeliku duke shtuar se:
“…Trajan Çeliku, ka ardhur dhe më ka marrë me makinë për të më ballafaquar me shefin e Krimeve. Edhe gjatë qëndrimit në makinë kemi diskutuar punën e spiunimit. Mirëpo më ka mashtruar, pasi nuk më çoi tek policia (tek shefi) por më dërgon me makinë tek lagjia që ndodhet mbrapa karburant “Gega Oil”, ku u futëm me makinë në ambientet e brendshme të shtetasit Altin Nallbati alias “Duçja”. Aty brenda ndalon makinën dhe unë zbres. Sapo zbres Altin Nallbati, menjëherë më ka goditur me grusht dhe me ka thënë ofendime të rënda, duke më goditur me shkelma pa fund…”.
Më tej i dëmtuari ka treguar se:
“…në momentin që po më godisnin nuk po ndjehesha mirë. Mu errën sytë dhe isha pa ndjenja pasi kisha dhimbje të mëdha. Mesa mbaj mend këto shkelma dhe grushta kanë zgjatur rreth 10 minuta pasi unë nuk po mbushesha me frymë. Kur mora pak veten pashë Marselin, i cili po pinte cigare dhe cigaren ma ka vendosur në ballë, duke ma fikur atë. Ky moment ishte një tmerr i vërtetë. Më pas, Marsel Buçi, më është drejtuar duke më thënë: “…ik qërohu nga këtu…”. Herë tjetër do të të djeg me acid, nuk ke shpëtim. Unë duke çaluar dhe me dhimbje të mëdha nga frika e kërcënimeve me jetë që mora nga këta persona, u nisa në këmbë në shtëpinë që kam në fshat dhe nuk kam folur me asnjë person për tre ditë. Për shkak të frikës se mos më vrasin nuk e kam kallëzuar më parë këtë ngjarje.
Në momentin që jam goditur të pranishëm kanë qenë Altin Nallbati që njihet me pseudonimin “Duçja” dhe dy shokët e tij, Marsel Buçi dhe Trajan Çeliku. Të tre këta pesona i njoh pasi kam ndenjur me ta në disa raste. Theksoj se Trajani më ka marrë duke më gënjyer, Marseli më ka goditur dhe më kanë sharë dhe ofenduar, duke më fikur cigaren në ballë. Të tre këta shtetas si “Duçja”, Marsel Buçi dhe Trajan Çeliku, më kanë rrahur, kërcënuar në ambjentet e biznesit të Altin Nallbatit.
Lidhur me këtë ngjarje të rëndë policia kriminale ka marë në pyetje dhe nënën e Ilir Topçiut, shtetasen Lefterije Topçiu, e cila në datën 30 Tetor 2025 ka deklaruar në komisariat si më poshtë vijon:
"...around noon I talk to my son Ilir Topçiu to tell him to come and eat bread. He replied that I don't want to eat. When I approached his room I saw that his right eye was black. I told him what had happened but he wouldn't tell me. After that, around dinner, the police came and the boy told me everything. He also told me about the marks on his body. These days the boy hasn't been well, he was lying in bed and could barely breathe but he told me that I have nothing. I found out that they came and took the boy home, sent him to Bilisht and beat him. I'm afraid they'll kill my son. He hasn't done anything wrong...". /Shqiptarja.com
