Two other people arrested as part of operations by the Saranda Prosecution Office and the Police Supervision Agency (AMP), related to investigations into illegal construction in the south of the country, have been released from detention by court decisions.
Police Inspector Robert Culli, who had been held in custody since May 15 on charges of "abuse of office", has been released by decision of the Court of Appeal, which has imposed the security measure "obligation to report to the judicial police".
Meanwhile, Mirdar Koshi, who surrendered on July 15 and is accused of the criminal offense of "illegal construction", has been placed under "house arrest" by the Saranda Court.
Of the 14 people arrested in the framework of two operations conducted on May 15 and 25, only the former chief of the Saranda Police Commissariat, Gëzim Bashllari, is currently in a cell under the "prison arrest" measure.
Bashllari was arrested by the AMP on May 15 and, after reviewing the case at two levels of the judiciary, the security measure against him was left in force. All other persons prosecuted in this case have benefited from lighter security measures following court decisions, while two more persons remain wanted.
The investigations are related to suspicions that State Police employees, through their actions or inactions, have favored unauthorized construction in the south of the country. The focus of the file is also a property previously mentioned as an "apple of contention", where its user, Isuf Jaçaj, was killed in 2025.
The arrest operation was carried out in May 2026 by the Saranda Prosecutor's Office and the Police Supervision Agency, as part of investigations into suspicions of favoring unauthorized construction by officers of the Saranda Police Commissariat.
