Albania needs to open up to civil administration more than to political

The appointment of Silva Caka as Deputy Minister of Internal Affairs has revived the debate on Edi Rama's strategy to daily erode the opposition's human resources by including them in power. This was, among other things, one of the objectives he set for the Socialist Party during the government's presentation, even warning them: "don't even dare to remind them with sentences like 'when we were there, you were there'..." and so on.

This phenomenon began during the electoral campaign, where in most districts there were one or two candidates on the list who came from the opposition. This makes clear the government's objective to expand beyond its human resources fence.

This is a development that does not go hand in hand with the recruitment of opposition political figures. Most of the opposition figures being recruited by the government are not independent opposition figures who were there because of their electoral power. Most of them are types who had a position in the opposition due to loyalty to the opposition leaders. Now they have transferred this trust to Edi Rama along with a place in power. For this reason, they are only useful for depressing the opposition leadership, but not so much the opposition electorate. They even enrage it.

Due to the 12-year longevity in opposition, the opposition electorate has been radicalized and has become more fanatical than 12 years ago. As such, they are not discouraged by the departure of the peripheral opposition leaders, on the contrary, they are becoming more radicalized. It is more or less what happened with the DP when Kastriot Islam or Dogjani took over in 2013, who lost even those votes they had as leftists.

The only thing that is really valuable from this process is that the government is open to human resources that come from any opposition political commitment, but that are distinguished for professionalism and are taken for such. It is an honest process that vitalizes the administration, but that it should be done not through direct connections with the government, but through transparent processes of recruiting officials in the administration.

Albania really has the human resources for an administration and there should be no left or right political color. The truth is that Edi Rama is the most apolitical prime minister at this point, who has eliminated this class boundary in cooperation for governance. And this makes sense to deepen in the civil administration. But recruitments in the political administration of the type of deputy minister or advisors, to be given a salary due to a change in political direction, simply serve to discourage the opposition, but do not bring anything new to the direction of the state. On the contrary, they may be paths where the viruses of other parties are carried to the senior administration.

The point is, what happened in the Vlora Mortgage would have been valid if the person who went was with the DP, but not its former leader. But if the DP really had a good professional in mortgages, you could have taken him. As the former leader of the DP, he can make some certificates for the Zeni lands, but it's not like he's making any revolution in mortgage administration.

To date, we have not had any success stories from the "brand" of political buying and selling that would make us believe that it will work from now on. Meanwhile, in the civil administration, there is room for opening up and recruiting professionals who are staying on the streets only because they are politically identified with the DP. But this process of recruiting political administration can complicate them and make them hesitate even if there is a real openness towards professionals with different political beliefs.
