We should all support Sali Berisha's enthusiasm for the OSCE/ODIHR report on the May 11 elections, which could be a lifeboat for the Democratic Party and the opposition as a whole if it implements the recommendations it has to get out of this situation.

Although Berisha and some other "enthusiast" in the opposition try to get enthusiastic by describing election problems that are the responsibility of the SP, DP, the press, the police, etc., what is essential in a report and that helps improve the chances of elections are the report's recommendations.

The recommendations, in a way, also prove the real content of the report, as they provide the recipe for solving the problems.

So in this case, Berisha's enthusiasm for this report should be used in order for the upcoming elections to be held according to the recommendations of this report. The problem is that so far Berisha is enjoying the findings, the government is enjoying the recommendations.

The first and most important recommendation is to undertake a comprehensive reform of the electoral legal framework, with a comprehensive consultation process with the parties and civil society. This recommendation implies a transformation of the system, whether they want to do it entirely with open lists, or change the system altogether.

The recommendation is made after it was determined that the system that Berisha defended in the recent amendments to the Code with a 30 percent closed list, to guarantee only his loyalists, resulted problematic and catastrophic for the opposition. The government is ready to do it.

Ask Sali Berisha if he wants to change it and thank ODIHR. So far he is against it.

The second important recommendation is the independence and impartiality of the election administration, in particular the manner in which local election commissions are appointed, in order to reduce political influence. In short, the ODIHR recommends non-political election administration, as it considers that one of the problems in elections is political commissioners who spoil ballots, add or subtract votes by counting for political interests.

The SP agrees with this recommendation. Ask Sali Berisha if he wants to change it and thank the ODIHR for this assistance. So far he is against it.

The third important recommendation is to clearly define the activities and expenses of the campaign in advance, to increase transparency and to strengthen their oversight, to ensure equality among competitors. The need for this recommendation comes from the undeclared money in the campaign, which is a widespread phenomenon in the Socialist Party and the Democratic Party. The latter has not even declared where it found the first 6 million dollars paid to remove the “non grata” and there is still no financial report on the sources.

Ask Sali Berisha if he wants to change it and thank ODIHR for this help. So far he is against it both in words and deeds. We await the reports on LaCivita.

The other recommendation for improving voter information on electronic voting procedures, voting by mail for people with disabilities, or monitoring public funds that could affect the campaign is technical and feasible, because it is the government's duty, except for voting by mail for people with disabilities, which is not accepted by the opposition.

The other recommendation to label as political advertising any film material of parties or the government and to prohibit its broadcasting as news or independent editorial, to impose sanctions for violations, is a matter of the media more than of the parties. The DP is the only one that has a media outlet of the party chairman's family in informal conditions and outside any professional standards in editorial policies, but this has been tolerated with cynicism since it has been found that it hinders the DP's work more than it helps it.

So, at the end of reading all the recommendations, it turns out that the DP accepts the report as very good, but does not accept its recommendations. The report is only valid to improve the next elections and with these recommendations given by the OSCE/ODIHR, which for me are very good, the only obstacle is the opposition vote. Convince Sali Berisha to vote for these recommendations and then celebrate.

Maybe you don't win to win, but at least you're okay with ODIHR. As for being in power, it's not that necessary, since the DP is taking positions in power from the south to the north, through official positions, construction permits, grants, etc., because "with Edi Rama, everyone wins." Especially Berisha.
