Tirana Beer's fiscal peace: From industrial giant to construction site

 How a national asset was destroyed, how millions in debts were cleared, and why employees are warning of a battle against the factory's transformation into a palace...

To understand the scandal of Edi Rama's so-called Fiscal Peace, it is enough to look at the concrete cases of companies that, after having robbed the state, citizens, laws, and their employees, now intend to rob public land to turn it into a construction site.

Birra Tirana is one of the most important industrial assets that the country has ever had. When it was privatized by the government of Ilir Meta, large European food industry companies showed interest in purchasing it. At that time, Birra Tirana was an active production giant. It had modern technology, produced quality beer from Selita water through a direct line, used bio malt controlled by qualified technologists and carbonated the product with natural gas produced in laboratory conditions.

Ilir Meta passed this asset on to six Albanian businessmen, who never managed to manage it. Conflicts between them transformed Tirana Beer from a functional industry into an enterprise that was constantly sliding towards failure.

The most serious phase came when the ownership ended with Luan Bregasi. Under his leadership, Birra Tirana turned into a company that only lost money. According to a document taken from the files seized by the economic crime, the company recorded annual losses of over 50 million euros. This means that the company was unable to pay its legal obligations, energy, water and other utility bills. It accumulated large customs and tax debts and, above all, did not pay the social and health insurance of its employees.

The employees left without salaries, without insurance and without any obligations fulfilled by the company. According to the laws in force, an entity that fails to fulfill its basic obligations must be declared bankrupt and the administration passes to the state. The state must decide whether to recapitalize the enterprise or distribute the assets to repay obligations to employees and institutions.

But with Fiscal Peace, the opposite is happening. Even entities like Birra Tirana are cleared of liabilities and given the opportunity to start over on the same assets. Birra Tirana's property, a land of extraordinary value in the heart of Tirana, is transformed into a building site or sold as property, excluding the state and its employees from any rights.

This constitutes multiple theft. Theft against the state, theft against the employees and theft against the city. According to information, even if the government will formalize the Fiscal Peace with Luan Bregasi, who is also the vice president of the Tirana Municipal Council and part of the majority, the employees will not allow the Tirana Beer land to be turned into palaces.

The former employees have documentary evidence in their hands that shows the violations and abuses over the years. They declare to the Pamphlet that even if justice does not act, they are ready for a new battle. In this battle, they remember Fatmir Pema, the brilliant technologist who lost his life several years ago after being thrown into the street by these businessmen.
