Blendi Gonxhe, involved in many corruption scandals during his duties in ministries and other institutions, has begun delegating powers to avoid criminal liability after SPAK approached the prime minister's office. Within 24 hours, he signed three orders that transfer to the general secretary, Llambriola Misto, the authorizations for tourist guide certificates, hotel categorizations and agrotourism approvals. The delegation is contrary to the law, as the powers of the commission depend only on the minister and cannot be delegated for long periods or to an official not provided for by law. Misto has been the signatory of Gonxhe's files in previous ministries as well, becoming part of his administrative cover-up scheme. The scheme clearly shows that while Gonxhe fulfills the bargains, he leaves the signatures to subordinates.
While exercising his duties at the Ministry of Culture, the Municipality of Tirana, the Directorate of Transport, the Ministry of Economy, Culture and Innovation, and through his private companies, Blendi Gonxhe has been involved in many corruption scandals. For none of them has he been criminally prosecuted.
After SPAK approached Prime Minister Edi Rama's headquarters, Minister Blendi Gonxhe has panicked for fear of being arrested and has begun cunning moves to avoid criminal liability. He is assigning responsibilities to subordinates through permanent delegations of powers that the law recognizes only to the minister.
Within one day, Gonxhe has issued three orders as Minister of Tourism, Culture and Sports, delegating to Llambriola Misto the powers to sign decisions, contracts, licenses and development permits required by private businesses.
By Order No. 201, dated November 18, 2025, he delegated to the Secretary General the signing of certificates for the activity of tourist guides, approved by the Tourist Activities Commission.
By Order No. 202, dated November 18, 2025, it delegated to her the signing of categorization certificates for hotels and resorts.
By Order No. 203, dated November 18, 2025, it delegated the signing of preliminary and definitive certificates for agritourism entities.
The Tourism Activities Commission is subordinate to and headed by Blendi Gonxhe, and according to the law, the authority to sign the decisions of this commission belongs only to the minister. No other official can assume this authority.
The delegations made by Gonxhe constitute three clear legal violations:
· Powers are delegated only temporarily and for no more than ten days, when the minister is abroad or incapacitated. Gonxhe is in office and there is no legal reason for delegation.
· The Minister is prohibited from delegating powers to the Secretary General, because her duties are defined by law and she cannot assume powers outside of her functions.
· In the absence of the minister, the powers of the committee are delegated only to the deputy chairman, while the signing of decisions must be carried out by the minister as chairman of the committee.
It is clearly understood that Blendi Gonxhe himself does the shopping for the selection of tourist guides, beaches, resorts, hotels and farms, while passing the formal signings to subordinates to avoid responsibility.
Llambriola Misto, who comes from Kuçova, was previously Secretary General at the Ministry of Economy, Culture and Innovation, and Gonxhe took her with him to the Ministry of Tourism, Culture and Sports, because she signed all the dubious deals and decisions in the institutions where he worked./ Pamphlet

Blendi Gonxhja eshte vetmi se mund ta beje kete vend. Ai duhet zgjedhur Kryeminister 1 ore e me pare. Mua me ka zgjidhur dy halle qe nuk mi zgjidhte askush qe ne 96. Thoshin se lejon ligji, por Bledi ma zgjidhi direkt. Hallall ja befte zoti ishalla!
