"Pamfleti" is informed that Enea Frederik Hoti, known as the "ogiçi" of Çngjëll Agaçi and Bledar Çuçi, is expected to be appointed Secretary General of the CEC, after an entire career in Çuçi's ministries, where he signed stolen tenders worth tens of millions of euros, granting land concessions and extorting funds. Hoti moved from the prime ministership to the Ministry of Agriculture and then to the Interior, leaving behind a series of abuses, including 32 million euros in vaccination tenders, 660 hectares of concessioned public land and 180 million euros in abuses in the Centralized Purchasing Agency. Now, with the agreement of the CEC chairman, Ilirjan Celibashi, he is being rewarded with a key position to sign new deals.
The name of the Skutsk Enea Frederik Hoti has resurfaced to grab another state position, as a reward for having been Engjëll Agaci's "go-getter" and a realtor, signer and implementer of deals with the assets and funds that Bledar Çuçi administered in 3 ministries during the 13 years of SP rule.
According to information available to "Pamfleti", Enea Hoti is expected to be appointed Secretary General of the CEC, agreed upon between Chairman Ilirjan Celibashi and Engjëll Agaçi e Çuçi of Babloku.
After the investigation by SPAK into the tender affairs at the CEC, Ilirjan Celibashi handed over responsibility to the Secretary General, Ylli Merkaj.
For this vacant position, Engjëll Agaçi and Bledar Çuçi offered Ilirjan Celibashi and agreed with him that the scoundrel and realtor Enea Hoti be appointed Secretary General of the CEC.
Ilirjan Celibashi is interested in having a guy like Enea Hoti sign the tender deals, while Çengjëll Agaçi and Bledar Çuçi, by making him Secretary at the CEC, are rewarding him for the dirty work he did as prime minister and 3 ministers and extorting millions more.
Enea Hoti penetrated the high offices of the SP government offered by Engjëll Agaçi, initially for several months as a lawyer in the prime minister's office, where he used him as a "postman" for deals with private companies and as a "dice" for behind-the-scenes intrigues with subordinates in the ministries.
After two months, Agaçi transferred Enea Hoti to the Ministry of State for Local Affairs, where Minister Bledar Çuçi appointed him advisor for local government projects and funds, where he provided evidence as a forger and extortionist in collaboration with mayors.
For this ability as a joker, Bledar Çuçi took Enea Hoti with him to the Ministry of Agriculture, where he initially appointed him director of tenders and then Secretary General, in agreement with Engjëll Agaçi, who approved the secretaries of the ministries.
During the period January 2019 - December 2020 with Bledar Çuçi at the Ministry of Agriculture, Enea Hoti signed the theft of 32 million Euros in tenders for vaccinations and registrations of livestock, irrigation, and water dams, and his signatures were found in collusion with Frida Krifça for 83 million Euros in funds that the EU government provided for farmers.
During his tenure as secretary at the Ministry of Agriculture, Enea Hoti signed the granting of 660 hectares of public land with concessions; 510 hectares of coastal land from Velipoja to Saranda to government officials, oligarchs and exponents of the criminal world.
He signed the theft of 13 million Euros in fuel funds from farmers, privately selling them to 166 private yachts and donating them to the "Albanian Sailing Club" association of sailboats, where Bledar Çuçi is a partner with trafficker Roland Ziu.
In January 2021, for these services, Bledar Çuçi took Enea Hoti with him to the Ministry of Interior, where he initially appointed him Director of the Agency for Local Self-Government and Municipal Financial Projects. He then appointed him Secretary General of the Ministry of Interior, where in addition to appointments, dismissals, tenders, secret mail with justice and Albanian and US-EU agencies, Bledar Çuçi also delegated to him the competence of managing the Centralized Procurement Agency, where 80% of Albania's tenders were made and around 180 million Euros of abuses were discovered.
Now, his two tutors, Engjëll Agaçi and Bledar Çuçi, have decided to take their "ogi" Enea Hoti to the "pan" of the CEC as Secretary General, to sign Ilirjan Celibashi's deals and make millions more for themselves.
