On April 10, 2026, Prime Minister Edi Rama signed two government decisions, authorizing the "KAYO" company, a structure of the Ministry of Defense, to produce and trade, as well as import-export, military and civilian equipment in partnership with private parties.

The first decision grants the state-owned company "KAYO" the right to establish a joint stock company with private entities for the assembly, repair, production and marketing of drones for the needs of the armed forces and for civilian use.

With this decision, Prime Minister Edi Rama has paved the way for the creation of a monopoly company in the assembly, production and marketing of drones, through a state-private partnership company, where the Ministry of Defense will have 25% of the shares, while the private sector will have 75%.

Meanwhile, with the second decision, the state-owned company "KAYO" is granted the right to create a joint stock company with private entities for the construction and repair of floating motor vehicles, where the state will have 40% of the shares, while the private sector will have 60%.

For the assembly, repair, production and marketing of drones, the Ministry of Defense will contribute 30 million euros and 1,000 m² of rent-free premises and buildings, technological production lines and an import-export distribution network, while the private sector with 75% of the shares will benefit from 75% of the net profit, tax-free.

For the construction and repair of military and civilian motorized vessels, the Ministry of Defense will make available the Pashaliman Naval Shipyard, specialists and transport insurance for import-export, while the private sector, which has 60% of the shares, will receive 60% of the net profit.

There is talk that the state-private monopoly business of producing military and civilian drones will be taken over by Israeli Ron Yeffet, considered a friend and client of Prime Minister Edi Rama, a beneficiary of several military monopolies and other construction, energy, oil and airport businesses in Albania.

Regarding the state-private monopoly business of repairing floating motor vehicles in Pashaliman, Edi Rama has said that the government's partner will be an Italian company, but rumors within the government say that Ron Yeffet is behind the Italians.

He will also take 75% and 60% of the business in the two new companies for the production of floating vehicles and drones, just as he has also taken a monopoly on weapons, ammunition, equipment, vehicles and military uniforms.

The name of the Israeli Ron Yeffet appeared in Albania as a partner with the government and Sinan Idrizi in the company "Air Albania"; and later in partnership with the military company "KAYO", where through the Israeli company "Elbit Systems" they signed agreements for the purchase of weapons and investments in the defense sector.

After this contract in Albania, the Israeli company was put under investigation by NATO member countries and was excluded from tenders for fraud and suspicions of trafficking.

But through his shady connection with Prime Minister Edi Rama, his Israeli friend Ron Yeffet has entered into tenders worth millions of euros with his companies "Uno 18", "Timak Defence", "Timak", "Advanced", "Arms Technology", "1820 Albania", "1820 Black Oil", etc., with which he has also done business in weapons, oil, electronic money, metal constructions, etc.
