The Minister of Agriculture promised 4 times that the funds would come, but the European Commission has given him a negative response 3 times, demanding that the abusers be brought to justice and the return of 84 million euros given to non-farmers. OLAF has filed a complaint, SPAK has questioned Frida Krifca as a 'person with knowledge', but the investigation is not progressing...
Initially, we are mentioning 4 facts from the chronology of the frauds of the Minister of Agriculture, Andis Salla, regarding the "IPARD III" funds that the EU has blocked after the abuses with the "IPARD II" funds:
· In October 2025, a month after Andis Salla took office as Minister of Agriculture, he declared that he had personally negotiated with the heads of the European Commission and that in January 2026, 149 million euros would be unblocked and sent for agriculture, but they did not arrive.
· On February 18, 2026, at a conference on agricultural financing, Minister Andis Salla said that on March 9 he would go to the European Commission to sign the "IPARD III" agreement worth 112 million euros, but again the funds did not arrive.
· Two other times, in April and May, Minister Andis Salla declared in parliament that EU funds for agriculture would arrive by June 2026, but they did not arrive.
· Two weeks ago, during an interpellation requested by SP MP Erion Braçe, Minister Andis Salla said that the funds are ready and will definitely arrive within 2026.
But information that "Pamfleti" has obtained from sources within the Ministry of Finance indicates that the European Commission has responded firmly to the Albanian government that the "IPARD III" funds for agriculture will continue to be blocked.
According to the European Commission's condition, Albania will not be granted the funds without bringing to justice the officials who abused the "IPARD II" funds and without returning to the EU account the 84 million euros that were given to individuals and private entities who are not farmers.
Meanwhile, the Minister of Agriculture, Andis Salla, continues to deceive farmers as if EU funds will come, when he has received a "NO" response from the European Commission 3 times; a refusal that was sent as a notification 1 week ago to Prime Minister Edi Rama and the Minister of Finance, Petrit Malaj.
The European Commission has repeatedly reiterated that the resumption of funds for Albanian agriculture depends on the fulfillment of corrective measures and ensuring the protection of the EU's financial interests, by carrying out the criminal investigation in Albania, which has been blocked in SPAK for 4 years.
The European Commission's Agriculture Spokesperson, Olof Gill, has also exposed the fraud that Minister Andis Salla continues to commit, saying that "IPARD" funds for Albania will be blocked until the government and the judiciary show the will to prosecute the abusers.
In October 2025, Edi Rama lied that it was only about "irregularities" and not about suspicions of corruption, but the EC's official documents and responses have emphasized that the suspension was based on information obtained as part of an OLAF investigation, submitted as a report to SPAK.
While the European Commission is demanding that officials who abused agricultural funds be brought to justice and the return of millions given in violation of the law, Edi Rama continues to defend former director Frida Krifca, preventing the Ministry of Agriculture, the Ministry of Finance and the Agricultural and Rural Development Agency from filing criminal charges.
In the same vein as Prime Minister Edi Rama, was the former head of SPAK, Altin Dumani, who blocked the investigation into the report made by OLAF against Frida Krifca, when the evidence in the file contains the names of officials who gave 138 million euros and those who received it.
With the intervention of the EC chiefs, the new head of SPAK, Klodian Braho, who was also the prosecutor of the case, set the investigation in motion on February 26, 2026, questioning Reni Ashiku, Frida Krifca's realtor, while on March 17, 2026, he questioned Frida Krifca, but as a person with knowledge.
There are no further developments in the investigation of Frida Krifca and her group who have committed atrocities with the "IPARD II" funds sent by the EU, therefore there will be no unblocking of the "IPARD III" funds until they are brought to justice./ Pamphlet
