An investigation published by an international media consortium sheds light on how the Russian military intelligence directorate, known as the GRU, trains students in cyberattacks and disinformation techniques.
According to reporting by The Guardian, Der Spiegel, Le Monde, The Insider, Delfi, and VSquare, the Russian state apparatus uses the Bauman State Technical University in Moscow for this purpose.
After analyzing more than two thousand internal university documents, journalists discovered the existence of a secret structure within the institution, identified as "Department 4" or "Special Training."
In this department, as well as at the Russian Technological University MIREA, full-fledged study programs are developed for the preparation of future hackers and saboteurs. According to published data, in 2024 alone, 1,563 reservists and 429 candidates for military contracts in 14 different specializations were registered in Department 4.
Through this academic training, a select group of students prepares to integrate into the structures of the GRU. The service has been accused by Western countries of cyberattacks on parliaments, interference in electoral processes in Europe and the US, as well as poisoning political opponents outside Russia.
Until now, the role of the military services in training future agents had remained almost completely secret. The existence of this recruitment network was also confirmed by a former senior Russian defense official, who stated that “sometimes the identification starts at school, then the students go to Bauman and later they are integrated into the services.”
The contrast between the university's public image and its covert activities was also highlighted during Vladimir Putin's visit to Bauman University in April of this year.
The institution, located east of Moscow on the Yauza River, is considered one of Russia's most prestigious scientific centers. During the visit, the Russian president met with students and spoke about Moscow's plans for space missions to the Moon and Mars. The Kremlin's official statements about the visit made no reference to the secret agent training department operating within the university.
