
Russian President Vladimir Putin signed a law on Tuesday that shifts the military toward a year-round recruitment model starting next year, amid the Kremlin's efforts to expand the manpower for its war in Ukraine.
The new law, which does not change the two-year nature of military recruitment, allows military recruitment boards to conduct medical examinations, psychological screenings and other recruitment steps at any time.
Recruits will continue to be sent into service between April 1 - July 15 and October 1 - December 31.
The law sets a 30-day expiration date for electronic draft notices, replacing the previous unlimited deadline. Military authorities explained that this would prevent draft boards from keeping men in limbo by keeping them on notice for months without being deployed to military service.
Supporters of the reform say it is designed to ease the administrative burden on military recruitment offices and better distribute the workload throughout the year.
The new system is supposed to improve the quality of military recruitment and reduce bottlenecks during the twice-yearly increment.
