US special envoy Steve Witkoff and Secretary of State Marco Rubio arrive in Geneva today, aiming - according to a US official who spoke to Reuters - to "smooth out the final details" and draft a deal "beneficial for Ukraine". He stressed that "nothing will be agreed until the two presidents meet", meaning Donald Trump and Volodymyr Zelensky.
US Army Secretary Daniel Driscoll is already in Geneva, while a Ukrainian delegation was scheduled to arrive last night. Kiev has officially confirmed its participation.
The consultations are taking place ahead of a Thursday deadline that U.S. President Donald Trump has given Zelensky to approve a 28-point plan. The framework calls for territorial concessions to Russia, limits on Ukraine's military capabilities and abandoning its path to NATO membership - elements that have raised deep concerns in Kiev and Europeans.
European and other Western leaders have called the US plan "a basis for negotiations" but say "more work" is needed to secure a more favorable deal for Ukraine. A German government source said a European peace plan based on the US proposals had already been sent to both Kiev and Washington.
