Trump, Rama, Blair and other members of the Peace Board grant themselves immunity, compromising document revealed

The Peace Board is planning to grant itself broad legal immunity, according to a draft resolution obtained by The Guardian, which also allows the organization to use public property in Gaza "free of charge."

The four-page resolution, classified as "sensitive but not classified," extends legal protection to any member of the Peace Board, the Office of the High Representative (OHR), Palestinian technocrats, international military forces and foreign contractors who will be engaged in Gaza. The document stipulates that immunity will cover "any arrest, detention or legal proceedings in courts or other institutions in Gaza."

It remains unclear whether the document is intended to protect Board members from proceedings in international courts, in addition to lawsuits that may be filed in Gaza.

According to the June 2026 draft, the chairman of the Peace Board, Donald Trump, would have the right to remove a person's legal immunity if this is supported by a majority of the board members.

The seven-member board of directors includes Trump's son-in-law Jared Kushner, special envoy Steve Witkoff, White House chief of staff Susie Wiles and national security adviser Marco Rubio. Although several states have pledged billions of dollars to the project, funds have yet to be transferred and no major contracts have been signed.

The board did not directly respond to questions about the draft, but an official stated that "no operational resolution or immunity framework of the type described exists" and that claims that the process aims to create impunity are "erroneous and misleading."

The same official also rejected the claim that the president would have a role in granting or removing immunity in Gaza, adding that personnel, contractors, and all participating entities will act according to the law and under oversight and accountability mechanisms, without providing details on their functioning.

Meanwhile, Bulgarian diplomat Nickolay Mladenov, who serves as the UN High Representative for Gaza, is holding meetings in Cairo with the Palestinian administrators selected to run the territory. According to a source quoted by The Guardian, the draft resolution, titled "Resolution No. 2026/3", has not yet been distributed to Palestinian representatives.

Concerns about lack of oversight

Six lawyers specializing in international law and US contracts, consulted by The Guardian, expressed concern that the draft does not clearly define who will be held liable in the event of incidents, injuries, casualties or material damage during operations in Gaza.

They recall that American reconstruction operations in Iraq and Afghanistan were also accompanied by accusations of corruption and abuse by private contractors, warning that a similar situation could be repeated in Gaza.

Lawyer Emily Schaeffer Omer-Man called the draft "an attempt to exempt the Board and its staff from liability for potential legal violations." While international law professor Noura Erakat said the document "is creating a separate legal system, without external oversight and without the application of international law."

Use of public property

The final part of the draft provides that the Peace Board, the OHR, and the international force be provided with "free of charge" public buildings and facilities necessary for the development of the mission in Gaza.

According to legal experts, this wording could pave the way for the confiscation of Palestinian properties, while it remains unclear whether Israel, Hamas or the Palestinian Authority will be responsible for making them available.

The document also envisages the construction of a base for an international military force and logistics centers that will support operations in Gaza. According to the plan, this force will help disarm Hamas, one of the main conditions of Donald Trump's peace plan.

The executive director of the Dawn organization, Omar Shakir, told The Guardian that the draft resolution "is following Israel's repressive model," warning that it could lead not only to complicity but also to the commission of serious human rights violations.

The resolution is expected to enter into force after being signed by Nickolay Mladenov. However, it remains unclear whether the document will be signed by other parties. / Pamphlet
