Peace or capitulation? What is being played out in Geneva between the US, Ukraine and Europe
Late last night, after four years of war, it seems that there is finally a first concrete move in the Ukraine-Russia conflict. The long diplomatic blockade has been broken. The Americans and Ukrainians issued a joint statement, claiming that "significant progress" has been made.
Then, US Secretary of State Marco Rubio, who is leading the delegation in Geneva, added: "I am very optimistic that we will reach an agreement within a reasonable period of time." And he continued: "I do not want to declare victory or talk about conclusions. There is still serious work to be done."
Rubio stressed that the final text of the agreement will have to receive the approval of Ukrainian President Volodymyr Zelensky and Donald Trump before being sent to Moscow.
" The discussions showed significant progress towards rapprochement of positions and identification of clear further steps. Both sides reiterated that any future agreement must fully respect Ukraine's sovereignty and guarantee a just and lasting peace ," he said.
Geneva could be the beginning of the end of the war, at least that is everyone’s hope. Everything depends on how the negotiations will proceed, but one thing seems certain: after the American ultimatum, the European aid to Kiev and the negotiations taking place between the Intercontinental Hotel and the American mission, a political mechanism has been set in motion. And as Gideon Rachman of the Financial Times notes, compared to the “Witkoff–Dmitriev pact”, a draft unacceptable to Europe and to Kiev, even the Ukrainians themselves, exhausted by aggression, have an interest in a peace that does not betray them and does not force them to surrender.
Yesterday lasted endlessly. On one side Rubio, the US Secretary of State, perhaps the victim of an internal political trap. On the other Andriy Yermak, the presidential chief of staff, sent to Geneva by Zelensky. That Ukraine, at its most difficult moment, is represented by a political figure involved in corruption scandals, clearly shows in what difficult conditions the Ukrainian side is negotiating. With obstacles in its feet and hands tied, but without better alternatives.
Europe is present with the national security advisors of key countries – in support of Ukraine and the rewriting of the draft that the US and Kiev are negotiating.
The first positive signal came yesterday afternoon. Journalists were invited to the American mission, where Rubio and Yermak made public statements.

Pra, si kanë shkuar vërtet negociatat? Drafti evropian, i publikuar nga Reuters, korrigjon dy pika kyçe për Kievin: rritjen e kufirit të ushtrisë ukrainase në 800 mijë trupa (ushtria më e madhe në Evropë) dhe kërkesën që armëpushimi të bëhet mbi vijat aktuale të frontit, ndërsa çështjet territoriale të shtyhen për më vonë.
Evropa ka kërkuar heqjen e pikës mbi asetet ruse të ngrira; ka kërkuar garanci të tipit “neni 5” për Ukrainën – një ide e hedhur nga Italia – dhe ka insistuar që asgjë që lidhet me sigurinë evropiane të mos negociohet pa vetë evropianët. Gjëra dikur të vetëkuptueshme në Amerikën tradicionale, por që tani duhen mbrojtur me forcë në epokën Trump.
Finally, Marco Rubio, who yesterday headed the table, with Steve Witkoff on his right and Dan Driscoll (JD Vance's man) on his left, tried to reassert his authority. Did he know anything about the 28 points? Apparently, not until the last moments. Successive denials and blunders (Rubio reportedly told Republican senators that "the Russians wrote the plan") exposed the internal power struggle in the White House.
