The company "GTS - Gazra Teknike Shqiptare", a subsidiary of the Italian mafia, continues to supply hospitals with oxygen without competition, while SPAK has not issued any indictments against the leader Besnik Halili ("Niku of the 'Ndrangheta") and the officials involved in the 60 million Euro tenders. "Pamphlet"'s question to Klodian Braho: Why don't you act?
First, we are mentioning two facts:
· On January 25, 2021, SPAK registered "Criminal Case No. 17", with an investigation launched primarily against the company "GTS - Gazra Teknike Shqiptare", a subsidiary of the Italian mafia group 'Ndrangheta, for benefiting from tenders with clientelistic and corrupt actions in the Albanian healthcare system.
· On May 30, 2024, the National Bureau of Investigation landed at the offices of this company in Vaqarr, Tirana, where it seized phones, computers, tender files, and financial documents.
The seized materials prove that officials from the Ministry of Health, the Centralized Purchasing Agency and other institutions, in collaboration with Besnik Halili, the representative of the 'Ndrangheta group's "GTS - Gazra Teknike Shqiptare" company, predetermined the criteria and held tenders without competition to declare this company the winner.
More than 5 years have passed since the criminal proceedings and 2 years since the seizure of evidence at the offices of the 'Ndrangheta group's "GTS - Gazra Teknike Shqiptare" company.
The National Bureau of Investigation has submitted the file with evidence, but SPAK has not acted, at least not to bring to justice the company's director, Besnik Halili, known as "Niku of the 'Ndrangheta", and the officials who were involved with him in the tender affair worth around 60 million Euros in total.
While SPAK is not acting, keeping the investigative file frozen, the company "GTS - Gazra Teknike Shqiptare", only during the period May 2024 - March 2026, after the seizure, has received another 13 million Euros in other tenders without competition and contracts of 98-100% of the financing limit, for the supply of medical oxygen to several gas institutions.
Even in April 2026, this company started with 5 other tenders worth a total of 800 thousand Euros, awarded without competition by the Ministry of Health, hospitals and the Director of the Centralized Purchasing Operator, Arlinda Pogaj.
We are asking the head of SPAK, Klodian Braho, this question:
· Will he ask the prosecutor in the case to pull out of the drawer the file on the affairs with the health tenders, which were awarded to the company "GTS - Gazra Teknike Shqiptare" of the 'Ndrangheta mafia group?
The logical question we are asking is this:
· Is the investigation and proceedings carried out by BKH and SPAK worth it, when the subsidiary company of the 'Ndrangheta group in Albania is not being brought to trial and after the seizures has received 13 million Euros in tenders? / Pamphlet

Zakonisht kur flasim per kompani amerikane faktori risk eshte i ndare i tipit: 1- Watergate scandal. 2-Nje president dorehiqet dhe zevendesohet me nje tjeter me LA confidential dhe me pas ne fushate elektorale mund te kete assassination attempt. 3- USA gjithmone ka konfliktin racial i cili ashpersohet edhe ne zgjedhjet presidenciale.. Pra dosja fillon tek Deloitte, fasada e kesaj kompanie mund te jete, "French tacos ", "Hebb food", "Burger King ", " Sweet spots ", pra eshte junk food unhealthy dhe ju le jo pa oksigjen por ju mbush gojen me rere shkretetire...
