When politicians are in the dome of power, they acquire licenses and public assets, hide them in family names, and create a peace of interests among themselves. But as soon as the "Sultan" removes them from office, they fight over the division of the parts they have hidden, even when they have family and in-law connections.
This is what happened a few days ago between two cousins from Salaria; Gramoz Ruçi's son, Ledian Ruçi, and Salarjon Totaj, for the ownership of the photovoltaic energy concession on the coast of Topojë, Fier, on 50 thousand m² of state land and with a term of 35 years.
On January 31, 2022, six months after Gramoz Ruçi handed over the mandate he won in the 2021 elections in Fier, his son Ledian Ruçi created the company "SLR Albania" sh.pk, with the object of investing, constructing and operating photovoltaic energy plants and any other type of investment.
According to official documents, the ownership of the company "SLR Albania" sh.pk and the concession of the photovoltaic plant is held by Ledian Ruçi, but it has often been said that the shadow co-owner is his cousin Salarjon Totaj, husband of Elisa Spiropali.
After Edi Rama removed Elisa Spiropali from the government, her husband asked his cousin, Gramoz Ruçi's son, to register with the Central Bank and legalize his 40% stake in the photovoltaic energy concession in Topoja, Fier.
But, according to information, Gramoz Ruçi's son denied ownership and refused to recognize and transfer the 40% share of the photovoltaic plant to Salarjan.
Even relatives could not quell the conflict between them, while the police kept the incident secret, although there were clashes and threats, as has happened in other cases involving family members of senior politicians.
It is not known what stage this conflict is in, but according to documents at the National Business Center, Gramoz Ruçi's son continues to be the 100% owner of the company "SLR Albania" sh.pk and the photovoltaic energy concession in Topoja, Fier.
Also, it is not known how much Salarjoni has invested as a shadow partner with 40% shares, but it is a project worth around 35 million euros, the source of which has not been declared.
The conflict between them is also caused by the fact that out of 50 thousand m² of state land on the coast of Topojë in Fier, given by Mayor Armando Subashi, only 30 thousand m² will be used for the construction of the photovoltaic plant, while 20 thousand m² will be used for the construction of hotels and complexes with beach villas and apartments.
In the development permit decision, signed by Edi Rama, the investment is declared at 1.5 million euros, while according to the technical project and feasibility, it is expected to reach around 15 million euros.
But according to information, the real investment of the project is estimated to be around 35 million euros, while the capital of the company "SLR Albania", since the day of its establishment, is only 100 lek and during the years 2022-2024 it has declared a loss of around 923 thousand lek./ Pamphlet
