After 10 years of a 153 million euro affair of health funds, through the concession of supply-sterilization of surgical equipment, Prime Minister Edi Rama decided that this service should be taken away from the private company "SaniService Sh.pk" and carried out by the state.
With this decision on sterilization, Edi Rama is trying to clear himself of criminal responsibility for the fabrication, approval and involvement in this huge financial affair, in the hope that it will scuttle the judicial process that SPAK and the Special Court are conducting.
But the happiest about the transfer of the sterilization service to the administration of the Ministry of Health is former Minister Ogerta Manastirliu, who, according to the evidence of BKH and SPAK, is implicated in the affair of this concession.
She hopes to escape investigation, thinking that with the decision to transfer sterilization to the state, Edi Rama put a "lid" on that great theft, fictitiously added by former Minister Ogerta Manastirliu.
On January 15, 2020, Ogerta Manastirliu, under the pretext of expanding and improving the quality of surgical services in hospitals, decided to increase the sterilization concession fund by 53 million euros, 50% of the value of the initial contract.

In addition to increasing the fund, former Minister Manastirliu also signed the order to reduce the number of surgical sets and the volume of surgical services that were determined by the 10-year contract, creating another 22 million euros in additional profit for the company "SaniService Sh.pk".
Former Minister Ilir Beqja and former Deputy Minister Klodian Rrjepaj are in prison for this concession, while former Minister Ogerta Manastirliu, who signed 72 million euros of theft against the state, has been summoned twice by BKH and SPAK, but was released to become Minister of Education, MP and candidate for mayor of Tirana.
But Babloku's decision to "wash his hands" of the sterilization concession has pleased Ogerta Manastirliu, with the hope that SPAK will drop the investigation against her, although she should also have been arrested along with Ilir Beqja.
After allowing the theft of around 153 million euros for 10 years, now that the concession has expired, Prime Minister Edi Rama, with Decision No. 845, dated December 30, 2025, transferred the supply-sterilization service of surgical equipment to the state, creating a public company.
But SPAK and GJKKO, with Decision No. 46, dated January 22, 2024, are keeping the sterilization concession sequestered, even with administration by the Sequestered Assets Agency.
Prime Minister Edi Rama thinks he will erase the traces of the thefts with a "fresh start" for the sterilization service, opening new papers for the activity as if it had not existed for 10 years, but SPAK has the file of this affair, through which Ilir Beqja, Ogerta Manastirliu and, at their head, Edi Rama signed the thefts.
Because the concession was invented to steal, although it should not have been made, since in most countries with developed medical systems, sterilization is an integral part of the functioning of public hospitals themselves, without private concession contracts or separate legal operators./ Pamphlet
