The Special Appeal Court held a hearing this Friday against Altin Hajri, Jurgis Çyrbja and Ahmet Masha, who appealed the First Instance decision that found them guilty.
Former SP MP Jurgis Çyrbja, through his defense lawyers, has claimed that the first instance decision is unreasonable, the criminal offense of revealing state secrets is not proven, and the accusation of active and passive corruption in the elections does not stand.
Ilir Murati, Çyrbe's defense attorney, asked the court to overturn the First Instance decision and retry the case.
While Ahmet Masha and Altin Hajri, who has been wanted for several years, pleaded not guilty.
SPAK upheld the request to uphold the decision issued by the GJKKO.

Jurgis Çyrbja received a 3-year sentence, but upon application for summary judgment, he received a reduction in sentence, being sentenced to 2 months instead of 1 month. Çyrbja has been released from prison.
Meanwhile, the First Instance of the GJKKO also sentenced Altin Hajri, a character suspected of organized crime, to 3 years in prison, while the other defendant, Ahmet Masha, was sentenced to 2.6 years in prison.
On April 24, the Appeals Court will announce the decision.
Release of former SP MP, charges of links to crime
Former Socialist Party MP Jurgis Çyrbja was released from prison on February 21, 2026, having been convicted on November 3 of last year for electoral corruption, supporting crime figures and leaking state secrets. The Special Court sentenced him to three years, which was converted to two years in prison due to the summary trial.
The former MP spent most of his time in detention. He was arrested on October 20, 2024, and the period of more than 1 year, awaiting trial, favored him, since 1 day of detention is equal to 1 year. Çyrbja was a member of the Socialist Party for Durrës for two legislative terms of the Assembly. He resigned from his mandate on October 10, 2024. A day later, the Special Prosecution Office charged him with abuse of office, for the period when he had headed the Durrës mortgage. While on October 20, he was arrested for another investigation, under suspicion that he had exposed police actions, had extracted data from TIMS and other information to help wanted persons avoid being caught.
The Special Prosecution's file states that former MP Çyrbja had a friendship with the internationally wanted criminal, Altin Hajri, to whom he promised to help him face justice in exchange for votes during the elections.
According to the investigation, it was proven that Çyrbja, Altin Hajri, a name in the world of organized crime, internationally wanted, and Ahmet Masha had coordinated various criminal activities through communications on “Sky ECC” and “Matrix”. In at least 8 episodes during the period from May 1, 2020 to March 8, 2021, Çyrbja had provided data from the “TIMS” system, as well as some secret information from the General Directorate of the State Police.
This information was related to police plans throughout the territory of Albania, but also the Durrës District, for the capture of wanted persons for committing elements of criminal offenses within the framework of organized crime. with 1 and a half days in prison.
