The action on public spaces exposes the double face of the state…

The latest action to liberate public spaces, led by the government and implemented by the State Police, IKMT and municipal police, is appearing as a belated and selective attempt to correct a crime that has been institutionalized for years: the systematic usurpation of sidewalks, parks, pedestrian areas and public squares by people in power.

According to data processed by relevant institutions, over 1,200 cases of occupation of public spaces have been identified across the country, not by ordinary citizens, but by senior administration officials, local leaders, businessmen connected to politics, and individuals with influence in the power structure, including representatives of the criminal underworld.

In many cases, these spaces have been turned into bars, cafes, restaurants, private parking lots, car washes, commercial units, services and other businesses, illegally built on public property. All with the silence or blessing of municipalities and law enforcement institutions that are now demolishing them.

The biggest paradox? The institutions that are intervening to liberate the spaces are the same ones that have previously allowed these usurpations, in some cases, through direct corruption.

According to a confidential report drafted for the Prime Minister's Office, the usurpers include: secretaries of ministries, advisors to ministers, deputy ministers, directors of the central government and municipalities, representatives of prefectures, police, inspectorates, judges, prosecutors, military personnel and representatives of SHISH.

In a normal country, this scene would be considered scandalous and would bring punishment. But in Albania, these abuses are considered "normal", and are even hidden under a sensational television campaign that aims more at propaganda than justice.

Especially since they are operating with flagrant double standards: for some it is a firm order with fines and fines, for others, especially those connected to the government, there is understanding, negotiation, and a "symbolic" implementation of the law, just to look good on camera.

There are cases where the squatters themselves have “liberated” the land by hand, with prior agreement, just to create the image of law enforcement. A typical case is that of Gjergj Luca, who demonstratively vacated one of the occupied spaces, while the other spaces he occupied were not affected. The government built a propaganda narrative around this action, selling it as a model of citizenship.

In fact, the same ones who are ordering the liberation of public spaces are the ones who have supported, tolerated, and in some cases encouraged this usurpation for years. And that is precisely what makes this action not only belated, but also unreliable in its real intentions.

At the end of the day, if this action does not affect everyone equally, especially those with power and political connections, it remains just another staged spectacle, to wash consciences on the screen, but not to return the state to normality. And as long as the state makes exceptions for the "strong", the law always remains weak./ Pamphlet
