The Public Procurement Bulletin of March 30, 2026 shows that the Durrës Water and Sewerage Authority has opened a tender for the construction of new offices, with a limited fund of 108 million lek. In a city facing flooding and water shortages, this investment raises strong questions about the administration's priorities.
This year too, in addition to the malfunctioning of the water mains, one of the main causes of the flooding of the city of Durres was the depreciated and blocked sewer network, which is administered by the Water Supply and Sewerage Company, although millions of euros have been paid in tenders over the years.
But just two months after the city's flooding, the company's leaders have chosen another priority. Instead of announcing interventions for the water supply and sewage network, they have opened a procedure for the construction of new administration offices.
In the Public Procurement Bulletin dated March 30, 2026, the Durrës Water Supply and Sewerage Directorate announced the tender with the object "Construction of new directorate offices", with a limit fund of 108 million new lekë.
According to the material, the evaluation commission declared the winner the company "Everest" sh.pk, with a bid of 106.5 million new lek, or almost the entire limit fund. The same material states that two subcontractors will also be used in the implementation of the works, the company "UST-01" sh.pk and the entity "Person Fizik Jonida Dupi", based in Kavaja.
What is missing so far is an official explanation of the source of the fund. It is not publicly known whether this amount was allocated from the state budget, the National Water Supply and Sewerage Agency, or from the revenues of the Durrës Water Supply and Sewerage Company itself.
This uncertainty becomes even more serious when you look at the real situation of the city. Durrës faces a water shortage every summer. Every time it rains, the city floods. And one of the main reasons remains the blocked sewer network, which has not received the solution it needs for years.
According to the financial data mentioned in the material, the Durrës Water and Sewerage Company has resulted in losses in its balance sheets for the last 8 years. Precisely for this reason, the decision to invest over 100 million lek in new administrative offices raises a direct question, what are the real priorities of this company?
In a city that needs water, functional sewers, and investment in basic infrastructure, building new offices doesn't seem like a public need. It seems like an administrative luxury at the expense of a service that is failing to fulfill its basic function./ Pamphlet
