Journalist Artan Hoxha commented on the situation in Shkodra after the assassination attempt with two people killed and two injured.

He expressed great pessimism about the security prospects in this city, saying that criminal events will continue to recur in the absence of strong and effective intervention by the state.

Hoxha described Shkodra as a city that closely resembles the Palermo of the 1980s, where organized crime has penetrated deeply into the city's political and social life.

"In Shkodra, to get a job or tender in the municipality, according to sources, it is necessary to obtain approval from one of the criminal gangs operating in the city. Today, the power of these organizations is not measured by the number of weapons they possess, but by the political support they have managed to secure. Shkodra has turned into a city that resembles the Palermo of the 80s, where organized crime has deeply gripped political and social life," Hoxha told "Euronews Albania".

The journalist added that criminal groups in this city are extremely economically powerful and have financial budgets that rival even the Ministry of Interior.

"Criminal groups in Shkodra have financial budgets that rival even the Ministry of Interior and have no problem with armaments, people or modern technology. They also use drones to monitor each other and control the territory. A large part of the residents have surrendered to the situation and have left the city, seeking refuge in other areas or abroad, due to the danger and the aggravated situation in the city  ," he said.

Hoxha said that the events in Shkodra were foreshadowed and this is a series of crimes that are expected to continue. He emphasized the lack of will to act and highlighted that there are many obstacles that prevent the investigation and effective action of the police. According to him, there are even accusations that some police officers are linked to one or the other side in the conflict.

"If law enforcement is mainly focusing on cannabis plots in Dukagjin, it is not surprising that organized violence is erupting in Shkodra," said Hoxha.

"Repeated massacres and the lack of a strong response from the authorities only fuel the cycle of violence and crime. Criminal opponents use these events to show that they are active and in control of the territory. The situation in Shkodra is out of control and the police alone do not have the capacity to solve this problem effectively."

"Local police can only intervene in small conflicts, while for large and organized issues, it is impossible to act, as they have cut off their knees from above. This causes events to follow each other, sometimes hitting one group and sometimes the opponent, while the root of the problem remains untouched," he said.

Hoxha concluded by raising concerns about the future, saying that we are not dealing with ordinary crimes, as criminal groups emerge from their bases, carry out rapid and organized attacks, and then retreat.
