
Will SPAK go after those who ordered the killings on "January 21"?
The Special Prosecution Office has made significant progress with the investigations into the "January 21" massacre, but as in a few weeks it will be 15 years since the Boulevard massacre, it is still not known who gave the order to kill.
Sali Berisha climbed the steps of the prosecution a few days ago, the first time he has been questioned about this matter, as no one has dared to ask him before. But he is not the only one. A number of important figures have also been questioned before him.
Lulzim Basha's testimony is being watched with great interest. He was the Minister of Interior at the time and knows very well why the killings took place. Before him, Ndrea Prendi, the one who led the Guard and who is heard in a wiretap giving orders to kill, was questioned.
SPAK has also questioned those who refused to comply with the arrest warrants, Hysni Burgaj and Agron Kuliçaj, the two police leaders at the time. SPAK has also questioned the SP deputies who are suspected of being organizers of the protest and who participated in it.
However, there are some characters who have not yet been questioned and their testimony is being watched with great interest.
The first is Edi Rama. The current Prime Minister is the organizer of that protest. It was Rama who organized the rally after the famous video of Ilir Meta with Dritan Prifti. Surprisingly, Rama did not participate in that rally himself and this further increases the suspicion that he knew something would happen. So the Prime Minister must reveal the secrets of that protest and whether he knew in advance that there would be victims.
The same question applies to Ilir Meta. The leader of the PL has asked to testify about this event, claiming to have knowledge of it. He stated before the protest that there would be violence and tension and to some extent warned what would happen the day after. The question that arises is who informed Meta and whether it was a planned scenario.
Another name is Bamir Topi, the president at the time. In a book he published, he also talks about the massacre and tells how Lulzim Basha had asked him for help to intervene with Chief Prosecutor Ina Rama. So it seems clear that Topi had influence on Rama and must prove what he knows more and whether he intervened to have the file buried.
Then we must ask Ina Rama, who was tasked with launching an investigation into senior officials. Why didn't Ina Rama investigate Basha, Berisha, or the Prime Minister's office?
Finally, there are two other figures who probably know more than the others. One is Agron Malaj. On January 21, he was the head of the fire group, as he was part of the Guard. So he knows very well who ordered the killing.
The second is Endri Hasa, head of IT at the Prime Minister's Office and director of AKShi-T. He has often been accused of deleting the Prime Minister's Office's camera servers, after which all recordings disappeared. He is the key person who can show how far the recordings have gone.
Let's see what SPAK's moves will be and whether it will really reach those who gave the orders.
