Sali Berisha, leader of the Democratic Party of Albania (DP), stated that the political force he leads strongly supports foreign investments, while condemning the violence against protesters in Zvërnec.
Berisha has asked the state to take responsibility for any situation created regarding property titles. "And if you, the owner, have had your property rights violated and documents have been signed on it, the responsibility lies with the state. And whoever did this will be held responsible and the state will respond to you with market value. It is the law that obliges the state with market value," Berisha said.
This is the first reaction of the democratic leader regarding Zvërnec, while he stressed that he has no knowledge of the project in question.
Mr. Berisha, for two years there have been protests regarding a project in Zvërnec, behind which is the son-in-law of the President of the United States of America, Donald Trump. You personally, and the force you lead, have not made a public reaction so far. What is the position of Sali Berisha and the Democratic Party regarding the Zvërnec project?
The Special Prosecution Office has today ordered a series of checks on individuals related to a history of suspected property alienation in Zvërnec. Do you have a position on this issue?
Sali Berisha: First, if it's about the violence exerted against the protester, I condemn it. It was a kidnapping, at the hands of the police, and I condemn it as an ugly act by the state police.
Secondly, I don't have a single page, a single sheet, a single thing from that project. Although I have to tell you here, I have followed with great interest all the publications that have been made.
Thirdly, since you want it here, the Democratic Party is a party that strongly supports foreign investments. And this party in power, I ask you to note this now, has had a law. A law that completely and totally resolved the issue of ownership.
What was the law? The law says this: if the government approves a project of a foreign investor, which is based on original state property documents, cadastre, original documents, any problem that arises after the government's approval, the government responds to the party with the market price. Let me tell you, why was this law put in place?
This law was put in place because I found that it didn't happen with Albanian investors, while with foreign investors they were running after hostages. And the information that came to me, someone would come out and say no, you'll pay this much because I'm this much. And this left the country without investments. So what did we do?
If you yesterday, I'm not the one who says I don't know what the documents are, but that it's a state document, I'll own it and be held accountable. The state will own it and be held accountable.
I will own it and I will be held responsible. And if you, the owner, have had your property rights violated and documents have been signed on it, the responsibility lies with the state. And the one who did this will be held responsible and the state will answer to you at market value. It is the law that obliges the state at market value.
And I'll tell you one thing, since that law came out and until we left power, there have been zero problems. A person would come out, and I would tell him where he is, if he could do it, he would do it, and he would answer to the state. These are the positions, so we are very respectful of the issue of ownership, but we are absolute supporters of foreign investments and during our period you have not seen an owner protest against a foreign protester because he is taking away my land.
