After the 500 thousand euros allocated for 2025, the commission led by Fatmir Xhafaj is requesting another 1 million euros for 2026. Sources reached by the editorial office raise questions about the selection of experts, their political connections, and the lack of public documents on the work product paid for by the Assembly.
After the elections of May 11, 2025, the majority changed the name and duration of the commission publicly known as the “Xhafaj” commission. It removed the previous formula, Special Parliamentary Commission for Good Governance, Anti-Corruption and the Rule of Law, and replaced it with a new name, the Permanent Parliamentary Commission for Civic Initiatives, Cooperation and Institutional Initiatives.
The name changed, but political doubts about the real function of this structure remained the same. The main criticism is related to the idea that the majority seeks to keep the new justice system, especially SPAK, under pressure through a commission that produces political interference under the guise of reform.
At the head of this structure is Fatmir Xhafaj. Opponents and critics of this initiative see him as the political figure that the Socialist Party has appointed to keep the special justice institutions under surveillance and pressure.
But the debate doesn't stop at the political role of the commission. It also goes to the money.
Information received by the editorial office of "Pamfleti" states that on March 23, 2026, Niko Peleshi requested the Minister of Finance, Petrit Malaj, to increase the budget of the Presidency of the Assembly by 1 million euros for 2026, in order to finance the activities of this committee.
According to the same information, the request came after a request made by Fatmir Xhafaj, who presented the fund as an emergency need for the payment of experts during 2026, with the argument that the commission should continue its activity and increase its performance.
This new fund comes after another considerable amount. For 2025, according to the material, 500 thousand euros have been allocated for the payment of 91 experts selected by the commission. This is where the strongest point of suspicion begins. According to sources citing the list of names, part of the expertise paid with public money are people close to the government, family members of political figures and individuals connected to well-known circles of influence in the country.
If this list turns out to be accurate, then the issue is no longer just about the fund, but about the way the Assembly uses public money to build a network of experts politically close to the majority. This turns the committee from a parliamentary instrument into an instrument of favoritism.
The Assembly can pay experts. The law recognizes this right. But the Assembly must also prove something else: what concrete work these experts have done, what product they have delivered, what reports they have drafted, what recommendations they have produced, and where the documents of their work are located.
This is where the biggest problem arises. According to the information received by the editorial office, there is no full transparency about the concrete work product of these experts during 2025. If they are going to be paid even more in 2026, then the public has the right to know what they are paying for.
During 2025, the commission undertook several political and institutional moves towards the new justice structures. Public criticism focused on the attempt to exercise political control over institutions that, according to the Constitution and the law, should function independently of the parliamentary majority.
In this context, the 1 million euro fund for 2026 does not seem like a routine expenditure. It seems like an expansion of a mechanism that requires more money, more people, and more influence, while the public continues to fail to see the concrete results of this expert scheme.
The majority changed the name of the commission. But the money, influence and suspicions remained. And the question that needs an answer is simple, why does a commission need another 1 million euros that has not yet publicly proven what it has produced with the first 500 thousand euros? / Pamphlet
