The majority's request to pass the changes to the Assembly's regulations through an accelerated procedure has brought tensions in the Parliament hall between the opposition and the Socialist Party.
During his speech, Berisha declared that the Constitution has no value for the majority. He said that for the SP, the Constitution is a prostitute that has been publicly raped by the socialists.
"Product of the ugliest electoral farce in the history of Albania, spawn of drug cartels, you could never have had any other beginning than this one by declaring hostility and full war on all the Constitution of the country, the fundamental book. But for you it has long been a dead letter, replaced from first to last article by the code of mafia, drugs, theft and gambling.
There is no more hostile beginning towards Albanian citizens who expect to have this book as their shield. Today, in a shameful competition, you publicly trample it, you publicly rape it in parliament, in a typical sadism of drug criminals. Nothing prevents you from committing this ugly crime, from trampling on the Constitution, which has clearly defined in Article 83, point 2: The Assembly, upon request of the Council of Ministers or 1/5 of the deputies, may review and approve a draft law with an accelerated procedure, but not earlier than 1 week from the beginning of the review procedure. Whereas those who were here before you, in the regulation of the functioning of the parliament, voted that for the review of proposals for amending regulations, the procedure foreseen for the review of draft laws is followed. But you have neither law, nor constitution, nor morality. You behave in front of the cameras like a gang with mafia rules.
I heard you mention the precedent, you are deceiving the public. The precedent was consensus. Yes, it was, but it was consensus. Today there is no consensus. Today there is a position, it is required to implement the Constitution. We know very well that these changes will be voted on, but it is required for all those millions of Albanians who should have the Constitution, the book, their shield, but for you this is a prostitute and has no value. Your mandates come from massive vote buying, come from the political police, come from censorship and complete control of 90% of the media", Berisha said.
