
The debates have focused mainly on the merger of the Integration Committee, which with the new regulation is merged with the Foreign Affairs Committee and will be headed by Igli Hasani. According to the opposition, this is a violation of the Constitution, while for the majority, the reorganization is in function of fulfilling the objective of Albania's membership in the EU.
The opposition and the ruling party have been involved in debates during the second session of Parliament, where changes to the Rules of Procedure of the Assembly have been put up for discussion. Everything has to do with parliamentary committees, where the majority has proposed 11 such committees, 7 of which will be headed by SP deputies and 4 by lawmakers from the DP and its allies.
The debate has focused mainly on the merger of the Integration Committee, which has been merged into a single one with the Foreign Policy Committee. In the previous legislature, the two committees functioned as separate ones, with Integration being led by the opposition. Meanwhile, with the new changes, this committee will be led by the former Foreign Minister, Igli Hasani.
Without the presence of Edi Rama, who is in Brussels to open 4 chapters in negotiations with the EU, the Socialists have expressed their determination to formalize the changes to the Rules of Procedure of the Assembly. But it seems that Rama has dictated the political stance among the 83 Socialist MPs to establish the new rules for the functioning of the Assembly.
The opposition has warned that it will appeal to the Constitutional Court, hoping that it will overturn the Assembly's decision, as happened in the final months of the previous legislature.
Opposition
For the opposition, the way the majority has conceived of parliamentary committees is like finding jobs for individuals who remained outside the government.
Gazment Bardhi, Head of the DP Parliamentary Group, said that parliamentary committees have been invented to find jobs for MPs like Fatmir Xhafaj. According to him, the entire procedure followed contradicts the Rules of Procedure and the Constitution.
"You started by violating the rules. Citizens should know why the rules of the Assembly are being changed. It is not a reason to change the rules that some of the majority colleagues were not found a place in the Council of Ministers and we need to find them jobs as committee chairs. We have nowhere to take Fatmir Xhafa and let's approve a special committee that will become a supercommittee that will oversee all legislation in force ," said Bardhi.
Oerd Bylykbashi and Sali Berisha, in their speech in the Assembly, accused the Speaker of Parliament Niko Peleshi of violating the Constitution.
“Po shkelmoni Kushtetutën, ky është shkelmim i vullnetit të qytetarëve, është një puç që i bëhet ligjit të shtetit, po lani duart si Ponc Pilati pas krimit”, iu drejtua Berisha, kryetarit të Kuvendit. Në vijim Berisha i tha Peleshit se e ka nisur detyrën duke shkelur Kushtetutën, ndërsa e cilësoi si Sekretar të kreut të krimit, duke iu referuar Kryeministrit Rama.
Deputetja Jorida Tabaku tha se në seancën e kaluar të gjithë u betuam se do të zbatojmë Kushtetutën, ndërsa sot po e shkelim atë.
“Duhet një debat i gjerë, duhet një paketë e plotë nëse kërkoni të ndryshoni Rregulloren e Kuvendit. Struktura e re e komisioneve nuk është në përputhje as me procesin e integrimit, as në raport me hapësirën që duhet të ketë opozita, as me përparësitë që duhet të ketë vendi. Parlamenti nuk përfaqëson vullnetin e shqiptarëve”, tha Tabaku.
Erisa Xhixho nga grupimi i Partisë së Lirisë tha se ndryshimet në Rregulloren e Kuvendit nuk kanë dalë nga salla e Parlamentit, por nga Asambleja e PS-së.
“Po shkelni Rregulloren e Kuvendit, po shkelni Kushtetutën. Keni shkrirë një komision që merr vlerë jetike për momentin ku jemi. Duhej të kishte gjithëpërfshirje, po ndryshoni strukturën e Kuvendit dhe kërkoni ta bëni këtë me shpejtësi”, tha Xhixho.
Fatmir Mediu duke marrë fjalën në seancë tha se jemi kthyer në një Republikë Kryeministrore. “Ky Kuvend duhet ta nisë punën duke menduar për autoritetin që duhet të ketë Kuvendi i Shqipërisë. Jemi kthyer në një republikë kryeministrore, autokraci e dukshme. Pushteti absolut pjell korrupsion absolut. Historia e rregullores së Kuvendit, ka qenë histori mirëkuptimi politik. Ndryshimi njëanshëm krijon precedent negativ. Klevis Balliu tha se po shkelet Kushtetuta në emër të procesit të Integrimit, duke hequr integrimin. “Komision të Jashtëm kemi pasur gjithmonë, por ajo që është shtuar ishte Komisioni i Integrimit që sot ju e shkrini”, tha Balliu.

Blendi Klosi, nga rradhët e PS-së, tha se kjo mazhorancë është me votën legjitime të qytetarëve. “Do të bëjmë reformat tona, më të mirat që i shërbejnë Shqipërisë dhe qytetarëve. Këto ndryshime bëjnë që jeta parlamentare të funksionojë sa më të mirë. Objektivi ynë është që Shqipëria të jetë anëtare e BE-së, në funksion të këtij vendimi ne do të bëjmë gjithçka”, tha Klosi. Sipas tij, opozita kërkon të shtyjë procedurat me 10 ditë dhe jo të bëjë diskutime.
“Sot nuk po bëjnë atë që i kanë premtuar qytetarëve, kërkojnë ta shtyjmë me 10 ditë, që të zgjasim edhe 10 ditë pushimet”, tha Klosi.

We have not taken any committees from the opposition, but we have entrusted them with vital areas. It is vital for the opposition to come to the assembly and lead the committee on Education, Health, and Human Rights. It is vital for the opposition that then, after that historic vote of the diaspora, the opposition be entrusted with the leadership of the diaspora committee that is also related to issues related to culture and issues related to tourism," said Balla.
He said the opposition does not want to agree with him. "We had a laws committee with 26 members, when there are places where the entire Parliament has only 40 seats. What we understand from this debate is that the opposition will not agree and this has nothing to do with the alleged violations of the Rules of Procedure or the Constitution ," Balla said.
He considered the opposition's behavior to be theater.
"You have been told not to agree, but we have voted to conclude Albania's membership in the EU in 2029. Therefore, we must align the work agenda of the Parliament with the EU membership agenda ," said Balla.
He rejected the opposition's claims about the merger of the Integration Committee, while adding that by merging it with the Foreign Affairs Committee, it is given even greater weight, which it deserves.
