After the Strategic Investment Committee, with which coastal land and beaches were plundered and donated, Prime Minister Edi Rama has set in motion the Investment Corporation, led by his former advisor Elira Kokona, to plunder and donate the land of public institutions in Tirana, Durrës, Vlora and beyond for towers.
One of these projects is the vacant area near the Cadastre headquarters in Tirana. With a notice dated September 24, 2025, the Investment Corporation has called on builders to participate in the project with the object: "Construction and management of the Cadastre headquarters, through the private enterprise Lift Tower".

This is the fourth re-advertisement within a year. In November 2024, January 2025 and May 2025, offers were submitted by companies such as "Edil Al-It", "DK Construction ONE Corp" and "Alko Impex", but all three procedures were canceled by order of Rama, under the pretext of "unprofitable offers".
What is behind the “Lift Tower” project?
Behind the project to "revive" the Cadastre building, lies the donation of a 2,300 m² plot of land for the construction of a triple tower with 40 floors above ground and 7 floors underground.
The tower will be multifunctional: offices, commercial premises, hotel, student residence, apartments and parking. In this "public-private partnership", the state requires only 45% of the surface area, as compensation for the new Cadastral building.
To favor selected builders, the project has been divided into two parts:
1. “Development and management of state buildings”
2. “Utilization of free space for the construction of towers”.
The government justifies this bargain with the "emergency to rehabilitate the depreciated Cadastre building and modernize the appearance of Tirana."

After three failed auctions, an investor is being sought to accept the "pears' market". Foreign architectural studios such as "Baukuh Studio Associato", "Muoto" and "Sam Chermayeff Office", personally selected by Rama, have been engaged for the project.

Prime Minister Edi Rama announced today at a press conference the new legal measures related to construction permits, all of which are in effect from now on.
Rama has also warned state employees who violate the law and engage in corruption, as well as the leaders of the country's municipalities.
"The costs of demolition and cleaning will be charged to the guilty party. Another measure for the authorities' inaction, namely their silence, where the notice must be delivered to the builder 15 days in advance, all these cases will be accompanied by sanctions, for the mayor. To wait for them to tell you to come and pay the tax or to play with the authorities is inexcusable," said Rama.

Any state employee caught with unauthorized construction will not be allowed to work in the state for 7 years. The extreme measure was announced by Prime Minister Edi Rama, who, in a press conference, alongside the ministers of Internal Affairs and Justice, announced new measures for the protection of the territory.
Rama has not spared irony even with the leader of the Democratic Party, Sali Berisha, about whom he said that when he was Prime Minister, he declared Bathore as the 8th wonder of the world, since it was all built without permission.
"The sport of illegal construction has developed as a national sport, it has been encouraged from above, there was someone before me who called Bathore the 8th wonder of the world because he called it the only city in the world built entirely without permission.
The globe doesn't have 7 wonders for 8. Even state employees have been involved in illegal construction.
"If this is found, they will be banned from working in the state for 7 years from the moment they are notified of the measure," he said.

Prime Minister Edi Rama says that builders will not be allowed to do whatever they want with the facades of buildings, warning that this will lead to confiscation.
Rama said that so far the Government has not been allowed to take extreme measures against builders, as they have used people like Hamas, putting them in apartments without finishing the work and without mortgages.
"Increasing the role of the State Police, for the control and monitoring of the territory. It is strengthened with new legal instruments and the local government is also given the opportunity to have immediate interaction with the state police regarding this issue."
There are new predictions for the non-implementation of facades according to projects. In Albania, the largest group of international architects operates in the same country and there are about 200 international architects who are involved in projects in Albania and a significant part of them are the biggest names in the world. "The fundamental change we are making with these interventions is that there will no longer be water and electricity without obtaining a certificate. There will no longer be another permit being obtained and another permit being implemented. Even the facade will go as far as confiscation," said Rama.
Prime Minister Edi Rama has announced strong new measures to control the territory and discipline the construction sector, warning of the creation of a blacklist for all lawbreakers in this field.
"Another measure is the creation of a blacklist and the ban on applying for construction permits for violators of construction permits, not only companies, but also individuals. This list will include developers, companies, administrators, partners and beneficial owners who have violated the law. They will be excluded from obtaining permits for a period of 5 years," Rama declared.
The blacklist will be public and accessible to all, while violations will not be limited to unauthorized construction, but also to minimal changes to approved projects.
"Even a simple change to the facade, made without authorization, constitutes a violation that is punishable by a fine and immediately puts the entity on the blacklist," the head of government emphasized.
An important penalty also affects architects; if they are involved in violations, their license is revoked for five years and they are prohibited from practicing the profession.
Rama warns against unauthorized changes to activities in buildings, emphasizing that every business must operate with a special permit and without affecting the livelihood of the surrounding community.
Which means that businesses that cause noise and disturb residents will not be located in residential apartment buildings.
"On the other hand, we have taken another measure, and these are all measures in force, which is the prohibition of changing an activity of a facility without obtaining the relevant permit.
There are countless examples of families who have a bakery and their bedroom is above the oven on the floor below, or they have a carpenter who does sawing, but it is not at all assumed that they can carry out the activity where there is a community of families and apartments. It is possible to have certain activities, but first, they need permission and, second, they must be part of a certain category that does not shock and disturb everyone else," said Rama.

He said that all those who build will be required to plant trees.
However, this mandatory measure will not be left to the discretion of the builders, but each of them will have to hand over the trees and for this purpose a public nursery will be created.
"Monitoring the territory through technology, drones, cameras, GPS for construction and control of the implementation of building permits. The installation of cameras is required at all construction sites and the entire process is followed in real time. Another measure is the creation of a green fund. Construction entities must guarantee a certain amount of trees in relation to the construction area and the special rules will be determined by decision of the Council of Ministers. There is a plan that we have developed, we will create public nurseries in different parts of the territory, the entities will bring the trees. It will not be history, but I will plant trees and see you later. There will be a catalog, the parameters will be determined and the entities will deliver the trees. Whoever builds more, will plant more trees. All measures are in force", said Rama.

Rama announced that for all constructions, water and electricity will be connected only after receiving the certificate of use.
Among other things, the head of government emphasized that the reason why people are left without mortgages is that builders do not respect all the parameters of building permits.
"Furthermore, there is the definition of the control phases, clearly separating each phase in the period of implementation of works with timely control of approved projects. This is also an aspect that has been very lagging to date, further is the strengthening of the control mechanism by defining 4 mandatory control phases by local self-government units, then comes the obligation to issue a certificate of obligation, of territorial development, only after confirmation of the control act by the government and local self-government, and the completion according to the construction permit, in accordance with the approved architectural project. Water and electricity are connected only after receiving the certificate of use. He further said that no homeowner who does not yet have the relevant documentation will be allowed into the apartment.

"This block includes the law on the control of construction works. Meanwhile, we have another block, which is the block of changes to the law on planning and territorial development, which includes the regulation and registration of public spaces."
Until today, there was no rule of registering public space, today with this new measure it comes into force as a legal obligation. When we have a certain development on a private property, for a building that is given to a certain number of families or businesses, every square meter around it is no longer private property, but public.
"Let it be clear who are the occupiers today, but also those judges who, at best out of ignorance and at worst out of money, turn a blind eye and issue measures to ensure innocence, or even justice," Rama said.
