SPAK has carried out a sensational action today, hitting some of the heads of drug trafficking and cocaine money laundering in construction. On the list are characters like Eldi Dizdari and Dritan Gjika. But another character stands out, Armando Pacani.
He rose to prominence in 2024 after being detained in Dubai on behalf of Brazilian authorities. He was arrested in July, accused of being the recipient of a large portion of 17 tons of pure cocaine that a criminal group based in the country's southern ports sent to Europe over a two-year period. Pacani is accused of drug trafficking, money laundering and criminal organization. But he was later released.
The 42-year-old originally from Tirana, is married to a German woman and has long lived in Brazil. Investigations there show that he trafficked 17 tons of drugs, worth 3.8 billion dollars, and was considered one of the largest cocaine dealers in Europe. The drugs were hidden in containers with legal cargo, without the knowledge of the owners of the goods, or were left on fishing boats.
One of the shipments seized by the French navy near Sierra Leone in November 2022 contained 4.6 tons of cocaine, in about 100 suitcases. Pacani was the mastermind behind everything, from purchasing, storage, shipping to the port, to the final destination on the old continent. From the breakdowns of the “SkyECC” application, he was known by the nicknames “Albanês” which means “Albanian”, “Forbes” and “Globe”. The glory of his actions was cut short when he was put on the wanted list during Operation “Hinterland” in March 2023. The organization trafficked cocaine from Brazil to Dubai.
The investigation that led to Operation Hinterland began in March 2021, following the seizure of 316 kg of cocaine in Hamburg, Germany. Following the seizure of the drugs, a Paraguayan supplier was identified, who was receiving cocaine produced in Bolivia and other countries and entering Brazil through Ponta Porã. The drugs were then transported by truck to Santa Catarina and Río Grande do Sul, where the cargoes were stored in the criminal organization’s companies near the ports of Río Grande and Itajaí.
From there, the cargoes were packaged into legal shipments, in collaboration with logistics managers, to be sent to the European continent. Meanwhile, in Europe, the Albanian Pacani was responsible for distribution to various countries in the region.
