The Trump administration announced yesterday that it will lend energy companies 53.3 million barrels of crude oil from the US Strategic Petroleum Reserve, as part of a global deal to calm markets, which have been shaken by the US-Israeli war with Iran.

Nine companies, including Exxon Mobil, Trafigura and Marathon Petroleum, borrowed about 58 percent of the 92.5 million barrels the Energy Department offered last month from the Strategic Petroleum Reserve. The Energy Department had previously offered about 80 million barrels from the SPR in the spring, and it aims to release a total of 172 million barrels.

The United States reached an agreement in March with more than 30 countries of the International Energy Agency to release about 400 million barrels of oil. The agreement is intended to lower oil and fuel prices, which have risen after Iran closed the Strait of Hormuz, a key point through which about 20 percent of the world's oil usually passes each day.

Fatih Birol, head of the International Energy Agency, said the war had created the biggest energy crisis on record. He said on May 7 that if supply disruptions continued, the IEA was ready to release additional oil from strategic reserves. According to Birol, member countries have so far used 20 percent of available reserves.

The rapid rise in fuel prices poses a political risk for President Donald Trump's Republicans, who are campaigning to maintain narrow majorities in Congress in November's midterm elections. According to data from the automobile club AAA, the average price of gasoline in the United States reached $4.52 a gallon on Monday, the highest level since 2022.

The U.S. Department of Energy lends oil to companies, which will repay the obligation in crude oil, at a premium of up to 24 percent. The department says the scheme helps stabilize markets at no cost to U.S. taxpayers. The Strategic Petroleum Reserve, stored in caverns in four areas off the coast of Texas and Louisiana, currently contains about 384 million barrels, less than the world uses in four days.
