In the Public Procurement Bulletin dated June 15, 2026, Mayor Artur Bushi announced the development of 8 tenders in one day, for investments aimed at asphalting roads in several villages of the administrative units of the Municipality of Kruja.
All 8 tenders were awarded to the company "Bami Holding" of Besnik Bami from Nikla, a construction oligarch created by Sali Berisha and empowered by Edi Rama over 13 years, with tenders, auctions, concessions, permits and public land for towers and resorts, but he is the financier of both.
The financial clientelistic connection of builder Besnik Bami with the two political rulers is also evidenced by the 8 road tenders worth 430-600 thousand euros excluding VAT, which the socialist mayor of Kruja, Artur Bushi, awarded within 1 day by default and with 100% of the limit fund.
The eight tenders awarded in one day:
· The first tender is for the contract: Systematization-asphalting of the "Paplyce" road in Nikël.
· The second tender is for the contract: Systematization-asphalting of the "Stafëve" road in Tapizë.
· The third tender is for the contract: Systematization-asphalting of the "Rrajave" road in Nikël.
· The fourth tender is for the contract object: Systematization-asphalting of the "Mujëve" road in Qerrek.
· The fifth tender is for the purpose of the contract: Systematization-asphalting of the "Dikdaci" road in the village of Mazhë e Madhe of the Bubq Administrative Unit.
· The sixth tender is for the purpose of the contract: Systematization-asphalting of the "Qendër" road in the village of Murqinë of the Bubq Administrative Unit.
· The seventh tender is for the purpose of the contract: Systematization-asphalting of the Cemetery road in the village of Mazhë e Madhe of the Bubq Administrative Unit.
· The eighth tender is for the purpose of the contract: Systematization-asphalting of the "Sukthëve" road in the village of Bubq of the Bubq Administrative Unit.
Builder Besnik Bami, main "figure" in SPAK's file
Builder Besnik Bami, part of the well-known "Bami" family from Nikla, is the subject of SPAK's investigative file, as the beneficiary of around 100 million euros in road tenders, state facilities and reconstruction with "Red Flag".
According to the investigation, he received tenders with pre-determined terms in exchange for bribes given to ministers, directors and mayors and for financing the SP, but he also obtained many construction permits and public land for towers, palaces, resorts and farms.
