The state budget collected 24.2 billion lek, or about 250 million euros in 2025 from the fuel sales tax, according to data published by the Ministry of Finance. This tax is paid by every car user every time they buy fuel, at a fixed amount of 27 lek per liter (excluding VAT).

This is the highest level ever collected, with an increase of 13.6% compared to 2024, while it is almost 30% higher than in 2019. Revenues from this tax have increased continuously, as a result of the increase in fuel consumption in the country, which last year reached a record of 740 thousand tons, according to data from the Ministry of Finance and Customs.

The fuel tax was introduced in Albania in 2012. Initially, it was only 7 lek per liter, but it gradually increased in subsequent years until 2015, when it reached the level of 27 lek per liter, which remains unchanged today.

The tax is collected for every liter of gasoline or diesel sold and is considered a fee for the use and maintenance of the road network. There has been a lack of transparency as to what it is actually used for, while road maintenance leaves much to be desired, especially the central hub between Tirana and Durrës.

This tax is one of the main reasons that fuel prices are at least 30% higher than in countries in the region, while Albania ranks as the 13th most expensive in the world, according to Global Petrol Price (as of March 23), with oil costing the same as in Germany, Sweden, and the Netherlands, countries that have much higher per capita incomes than us.

Albania turns out to be the country with the most expensive fuel in Europe when the price of oil is compared to the income of citizens.

An Albanian citizen would currently need 7.2% of their daily income to buy a liter of oil. Compared to other countries in the region, the burden is at least twice as high. The Netherlands has the most expensive oil in Europe in absolute terms, but a citizen there needs only 1.1% of their daily income to buy a liter, or 7 times less than Albania.

In Albania, the element that adds the most to the fiscal burden is the circulation tax of 27 lek per liter. The excise tax is fixed, 39.4 lek per liter and 3 lek is the carbon tax. On top of these, VAT is calculated, which is 20% on the final price (including other taxes), unlike the region that does not charge VAT on top of other taxes.

Montenegro only charges an excise tax on the price of oil, which was recently halved to 0.22 euros per liter, as a means of easing price increases. VAT in Montenegro is 21%.

Maqedonia e Veriut ngarkon mbi naftën vetëm akcizë prej 0.42 lekë për litër. Së fundmi, qeveria e Maqedonisë së Veriut uli TVSh-në për naftën dhe benzinës nga 18% në 10% si një masë e përkohshme për të amortizuar rritjen e çmimit në bursa.

Kosova ka akcizë prej 0.37 euro për litër dhe TVSH prej 18%.

Në total, aktualisht, një shqiptar paguan në një litër naftë 1.16 euro taksa, (53% të çmimit final); një qytetar maqedonas 0.58 euro për litër (36% të çmimit final); një malazez 0.55 euro (35% të çmimit final); një shtetas i Kosovës 0.67 euro, ose 38.5% të çmimit final.

Aktualisht nafta tregtohet me 218 lekë për litër. Qeveria tentoi të kontrollonte çmimet përmes Bordit të Transparencës, por ulja zgjati vetëm një ditë, pas presionit të importuesve se do të ndërprisnin furnizimin me naftë në vend. Masa e vetme e ndërmarrë është ulja e akcizës me 20%, nëse nafta kalon mbi 220 lekë, që do të përkthehej me rënie të çmimit me rreth 8 lekë për litër.

Me fillimin e krizës, Shoqata e Shoqërive të Hidrokarbureve i ka paraqitur qeverisë një propozimpër reformimin e taksës së qarkullimit, që sipas tyre do të çonte menjëherë në uljen e çmimit të karburanteve. Në një propozim të detajuar, aktorët e tregut sugjerojnë që taksa aktuale prej rreth 32.4 lekë për litër të hiqet nga karburanti dhe të zëvendësohet me një tarifë vjetore të drejtpërdrejtë mbi automjetet, e diferencuar sipas kategorive dhe ndikimit në infrastrukturë.

Ata argumentojnë se sistemi aktual krijon pabarazi fiskale, pasi taksa paguhet njësoj për çdo litër karburanti, pavarësisht nga lloji i mjetit apo dëmi që ai shkakton në rrugë. Një model i ri do të zhvendoste barrën drejt mjeteve më të rënda dhe ndotëse, duke e bërë sistemin më të drejtë dhe më të krahasueshëm me praktikat në vendet e Bashkimit Europian.

Megjithatë, qeveria është shprehur kundër heqjes së taksës së qarkullimit nga nafta dhe kalimit të barrës direkt te përdoruesit e automjeteve.

Ndërkohë, Shqipëria vlerësohet se humb të paktën 1 milionë euro në ditë, si rrjedhojë e furnizimit, që automjetet me targa shqiptare dhe ato të huaja që duan të hyjnë në vend, bëjnë në vendet kufitare.

Shoqata e Shoqërive të Hidrokarbureve llogarit rreth 300 -500 / tonë në ditë naftë merren nga klientët shqiptarë afër zonave kufitare. Krahas tyre, një tjetër konsum i humbur prej 120-300 ton në ditë llogaritet nga shtetasit të huaj, që potencialisht do të blinin në Shqipëri, por furnizohen në hyrje e dale në kufi.

Sipas të dhënave nga Ministria e Financave dhe Doganat, konsumi vjetor në Shqipëri i karburanteve është rreth 740 mijë ton në vit, ose rreth 2000 ton në ditë (që me çmimin aktual prej 214 lekë për litër përkthehet në një konsum prej 5.2 milionë euro në ditë).
