The First Instance Court of General Jurisdiction in Tirana has rejected the request of former president Ilir Meta, who had appealed the decision of the Tirana Prosecutor's Office not to launch investigations into the criminal complaint filed by him.
Meta had approached the court with a request to overturn the prosecutor's decision and force the latter to register criminal proceedings and continue the investigation. After reviewing the case in the Deliberation Chamber, the court decided not to accept the request.
Meta's complaint was related to his claims of violations of his rights while in detention center 313. He had denounced employees of this institution, accusing them of abuse of office and of obstructing his right to communicate, as well as the manner of his treatment during detention.

The prosecution had decided not to file criminal proceedings, arguing that the verifications did not reveal elements of a criminal offense. The former president challenged this decision in court, insisting that his allegations should be subject to a full investigation.
With today's decision, the court upheld the position of the Tirana Prosecutor's Office not to initiate investigations.
