For more than three decades, every government in the country has promised to end cannabis cultivation. This phenomenon is a history that Albania cannot leave behind, and this is not due to the lack of law but to its implementation by the institutions that are supposed to fight this phenomenon.
Cultivators and traffickers are getting smarter every year. If once this plant was only grown in mountainous areas, today it is grown indoors in almost all cities, as long as you provide the necessary infrastructure and the right support.
In a letter sent to local police departments and the Department of Public Safety, the Director General of Police, Skënder Hitaj, draws the attention of these structures to the fact that they have not done enough to investigate the cultivation of cannabis almost throughout the country.
" The State Police, within the framework of measures to prevent and combat the criminal activity of cultivating narcotic plants, has approved and is implementing the Action Plan of the DPPSH no. 164, dated 13.01.2026, "On the prevention and combat of the criminal activity of cultivating narcotic plants for the year 2026" and other acts of the General Director of the State Police for this purpose, which has entered the operational phase, with the aim of documenting, combating this activity and holding the perpetrators legally accountable. Starting from the fact that, in the period January-May 2026, cases of cultivation of narcotic plants and poor work in procedural and investigative actions were found, as well as other violations which are clearly reflected as follows; 4 cases of preparation of closed environments for cultivation with lamps have been identified. 1 case of cultivation of narcotic plants, in a closed environment without lamps, and 12 cases of "In the cultivation of narcotic plants indoors with lamps, 4,353 plants and 1,515 cannabis seedlings have been destroyed ," the letter states.
The situation becomes more serious when the number one officer of the State Police explains that police information on the documentation of cannabis cultivation is scarce, fruitless and fictitious, with the sole purpose of having good statistics.
“Informacione të pakta, pa rezultat, fiktive, thjesht për numër statistikor; 3459 informacione policore gjithsej, nga të cilët; 191 nga RFI-informatorë, 2944 nga burime konfidenciale, dhe 285 nga burime të tjera. Mangësi në marrjen e informacioneve policore, mbi bazën e një analize konkrete të situatës operative aktuale për persona apo grupe kriminale me tendencën e kultivimit të fidanëve në kubikë dhe bimëve narkotike në ambientet e mbyllura "Shtëpi-Bari", apo të shitjes/shpërndarjes së farave të kanabisit për kultivim, informacione të cilat sjellin edhe rezultatet konkrete në këtë drejtim”, thuhet aty.
Drejtori i policisë bën më përgjegjësi edhe disa drejtori të policive vendore të cilat pavarësisht numrit të lartë të efektiveve që kanë në shërbim, nuk kanë rezultate efektive në numrin e procedimeve policore.
“Ka disa Drejtori Vendore të Policisë që kanë informacione minimale në raport me numrin e punonjësve të policisë që kanë (Korçë, Gjirokastër, Berat, Durrës, etj.) Numër i vogël i informacioneve nga RFI-informatorët, tregues për mos funksionimin si duhet të rrjetit, me informatorë formalë. Numri i pakët i procedimeve policore dhe pa rezultat; janë çelur 132 procedime policore për person. realizuar 2, 269 dosje për persona me precedentë penal e kriminal, të hetuar, dënuar për kultivim të bimëve narkotike, brenda dhe jashtë vendit. Një nga armët më të forta që ka në dorë policia për të parandaluar këtë fenomen janë përgjimet parandaluese. Por edhe këtë avantazh policia nuk e ka përdorur siç duhet në raport me kultivuesit dhe trafikantët e kanabisit. Përveçse numri i këtyre përgjimeve është shumë i pakët, por gjatë këtij procesi është evidentuar mungesë profesionalizmi e punonjësve të policisë.
“Të administruara janë; 39 kërkesa për përgjime parandaluese, me 39 autorë të dyshuar për kultivim të bimëve narkotike, nuk kanë asnjë kërkesë për përgjim parandalues, DVP-të Korçë dhe Gjirokastër kthyer 18 kërkesa DVP-ve për plotësim ose 50% e tyre, komisariateve të policisë; Lezhë 6 kërkesa, Komisariati nr. 4 -3 kërkesa, Komisariati Krujë-2 kërkesa, Komisariati nr. 7-1 kërkesë, Mat-1 kërkesë, Tropojë-1 kërkesë, Lushnjë-1 kërkesë dhe Durrës-1 kërkesë. Kërkesat për përgjime parandaluese të këtyre strukturave policore janë kthyer për plotësim pasi nuk janë në përputhje me PSP "Për përgjimet parandaluese të komunikimeve elektronike", miratuar me Urdhër të DPPSH nr. 354, datë 24.02.2026, e konkretisht; procedimet policore për person janë çelur 1-2 muaj para kërkesës, ku afati duhet të jetë jo më pak se 3 muaj nga data e përpilimit të kërkesës; informacionet e administruara janë të ditëve dhe javëve të fundit nga data e përpilimit të kërkesës, janë të paverifikuar dhe pa të dhëna konkrete për subjektet dhe vendet e dyshuara për kultivim, si dhe ka informacione të viteve të kaluara: kërkesat për përgjime parandaluese nuk përpilohen sipas modelit të përcaktuar në PSP "Për përgjimet parandaluese të komunikimeve elektronike", thuhet në shkresë.
Kjo situatë e krijuar kërkon një strategji tjetër ku kryesorja është bashkëpunimi me prokurorinë dhe më kryesorja është mbajtja në kontroll e personave të cilët janë kthyer në Shqipëri pasi janë dënuar nga drejtësitë e vendeve të Evropës për kultivim të kanabisit. Duket se eksperienca e këtyre personave sidomos në kultivimin e kanabisit në ambiente të mbyllura është kthyer në një problem serioz për organizatës e policisë.
“Mbi bazën e informacioneve që dispononi, të çelen dosjet e procedimit policor për persona me tendencën e kultivimit të bimëve narkotike dhe të merren masa për përdorimin e metodave speciale të hetimit në bashkëpunim me Prokurorinë pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm. Mbi bazën e të dhënave që dispononi dhe ato të dërguara nga DPPSH, të merren masa për evidentimin dhe mbajtjen në kontroll të personave me precedentë kriminal e penal për kultivimin e bimëve narkotike, përfshirë personat e hetuar, arrestuar, ndaluar dhe dënuar për kultivimi në shtetet evropiane, si; Angli, Belgjikë, Holandë, Spanjë, etj”, deklaron Hitaj.
Nga analiza e punës që ka bërë policia lidhur me problematikat e mësipërme rezulton se kjo situatë ka ardhur i rezultat i mos përmbushjeve të përgjegjësive dhe detyrave funksionale nga ana e drejtorëve, zëvendës drejtorëve për sigurinë publike dhe shefat e komisariateve.

Faced with these situations, Police Director Skënder Hita demands that every month, there be a report on the progress of the investigations and the actions taken in the field, in order to crack down on this phenomenon before the growers are able to collect the goods.
" For the measures taken and the implementation of the tasks set out in this Notice, written information should be sent to the Department of Public Safety, by 30.06.2026, and subsequently at the end of each month, on the progress of proactive investigations, operational actions carried out in implementation of the tasks delegated by the prosecutor, compliance with the deadlines for proceedings, concrete results achieved and problems identified ," the letter continues. / Kronos-MCN
