The Tirana Municipal Council has asked SPAK and the General Directorate of Prisons to allow the Mayor of Tirana, Erion Veliaj, to physically participate in meetings for the consultation and detailing of the 2026 draft budget for citizens.
According to the request, Veliaj's participation in the consultation and detailing of the draft budget is a process defined as a legal obligation by the legislation on local self-government.
In the request, the members of the City Council emphasize that the presence of the mayor is mandatory to guarantee cooperation with the council on matters of public interest.

Honorable representatives of the institutions,
The Tirana Municipal Council, in compliance with its legal obligations and in order to guarantee the regular institutional functioning, is addressing you to request the participation of the Mayor of Tirana, Mr. Erion Veliaj, referring to his request no. 42497 prot., dated 15.12.2025, to participate in the consultation of the 2026-2028 MTBP and the detailing of the budget of the Municipality of Tirana for the year 2026.
According to Law No. 139/2015 "On Local Self-Government", as amended, specifically:
- Article 58, point 4, determines that the Mayor has the right to participate in the meetings of the Municipal Council and to report.
- Article 60, establishes mandatory cooperation between the Mayor and the Municipal Council, on matters of public interest.
Given that the participation of the Mayor is a functional right guaranteed by law, referring to Law No. 68/2017 “On Local Government Finances”, where Article 41 provides that “The Mayor of the local self-government unit prepares the annual draft budget and submits it for approval to the Council of the local self-government unit”, we ask that if restrictive measures are being applied to him, it be assessed:
temporary permission for physical participation on one of the dates from December 16 to 18, 2025.
The Municipal Council is ready to fully cooperate with any security, protocol or logistical requests of your institutions, in order to guarantee a legal, transparent and functional process.
Please inform us in writing about your decision-making, taking into account the importance of respecting the institutional functions and the right of the Mayor to report to the Municipal Council.
