The Orikum Archaeological Park in the Gulf of Vlora offers a unique landscape of green hills, surrounded by the Ionian Sea, the Pashaliman lagoon and the Karaburun peninsula.
Founded in the 6th century BC, the ancient city left its mark on history during the Roman civil war in the mid-1st century BC, as a destination that served as the rise of General Julius Caesar to absolute power in Rome.
Due to its geographical position, the bay on the edge of Karaburun is thought to have been used as a naval base from antiquity to the present day.
But now, the Albanian government intends to build a massive tourist complex there, which will be inserted like a 'bull in a glass shop' in the middle of an area with triple protection due to the values of cultural heritage, natural habitat and the active naval military base of Pashaliman.
Recently, the Strategic Investment Committee headed by Prime Minister Edi Rama has granted “strategic investor” status to an Italian entrepreneur to develop a tourist resort project on 25 hectares of public land bordering the Pashaliman military base – a key point for the Albanian Navy.
According to the decision, the project's footprint overlaps the ancient city of Orik, a first-category cultural monument, and the lagoon to its southeast, while beach stations for resort clients are planned to be built a few kilometers further on the western edge of the Karaburun peninsula – at Cape Shëngjergjit – also a protected area as a category IV Managed Nature Reserve.
“This project violates all the laws of natural heritage and cultural heritage. It violates everything,” Taulant Bino, an environmental activist and head of the Albanian Ornithologists’ Association, AOS, told BIRN. “It seems to me that strategic investment is above every other law in Albania,” he added angrily.
The “Pashaliman Laguna Eko Resort” project is being developed by the company “Meta Resorts Albania” owned by Dante Mazzitelli, a builder and owner of a local television station in Bari with a troubled history of confrontation with Italian prosecutors in recent years. He has been investigated for suspicions related to corruption and fraudulent bankruptcy procedures, but in both cases, the court dismissed the charges.
Data obtained by BIRN shows that in setting up his business in Albania, Mazzitelli was assisted by Laura Plaku (Saro) - head of the Albanian Investment Development Agency, AIDA, since September 2023.
In her capacity as director of AIDA, Plaku also heads the Technical Secretariat of the Strategic Investment Committee. When questioned by BIRN, Plaku claimed that she had no financial relationship with Mazzitelli's company and that she was not in a conflict of interest for the position she currently holds.
The Prime Minister's Office did not respond to BIRN's questions by the time this article was published. Mazzitelli was unavailable, while questions sent through the representative studio in Tirana did not receive a response by the time this article was published.
The breach of Pashaliman's base

The Pashalimani base was built in the 1950s in communist Albania, when the Soviet Union brought 12 submarines and turned it into the only naval base it controlled in the Mediterranean. After the breakdown of relations between Tirana and Moscow in 1961, Pashalimani remained as a military naval base that housed the four remaining submarines and other small vessels.
The base was looted during the 1997 unrest and three of the submarines were sold for scrap. But its territory remained intact and part of the Armed Forces Deployment and Deployment Plan for more than two decades – a status that protects the Ministry of Interior’s inventory properties from alienation.
However, this did not last forever.
Just seven months ago, part of the 25-hectare area where the "Pashaliman Laguna Eko Resort" project is expected to be located was left out of the Deployment and Deployment Plan of the army forces, through a decree of President Bajram Begaj that is kept "secret".
According to the decision of the Strategic Investment Committee, the project footprint affects property no. 1314 of the Ministry of Defense, known as the former Southern Naval Flotilla in Pashaliman, extracted from the Settlement and Dissemination Plan by decree no. 24 of February 3, 2025.
The tourist project also affects other military facilities, important for the functioning of the Pashaliman naval base.
"Within the targeted investment area is located building no. 25, which is used by the Land Force Command, Substation and Electrical Cabin, from which the Pashaliman Naval Base is supplied with electricity and is in common use as the main access road to the Shipbuilding and Repair Yard (SDR), the Southern Maritime District (SMD) and private entities that carry out various activities on the Karaburun peninsula," the KIS decision states.
Praising Pashalimani as the main base of the Navy and a strategic space for the defense of Albania, former head of the Navy, Artur Meçollari, told BIRN that this decision undermines national security and relations with NATO.

“Por në shkurt 2025, Bajram Begaj nxorri nga Plani i Veprimit dhe Përhapjes së bazës detare të Pashalimanit 80 ha, duke e lënë bazën vetëm me 14 ha. Në atë periudhë ndoshta shpresonin se NATO do t’i hidhte sytë nga Porto Romano,” tha Meçollari.
“Pyetja shtrohet: po tani që baza e Pashalimanit u katandis në 14 ha, çfarë do të bëjë NATO,” shtoi ai, duke theksuar se “korrupsioni po cënon operacionalitetin e Forcës Detare, por edhe marrëdhëniet me NATO-n”.
Lidhjet në Tiranë

Akuzat u rrëzuan në korrik 2024 nga Gjykata e Bari-t, por kjo e fundit po ashtu e detyron kompaninë e Mazzitellit të garantojë financiarisht shlyerjen e borxheve ndaj palëve të treta, pas vendimit për ristrukturimin e borxheve.
Më herët, Mazzitelli është lakuar nga mediat italiane për ndërtimet prej betoni në bregdetin e Amalfit, një proces gjyqësor lidhur me strehimin publik prej nga doli i pafajshëm si dhe për mikpritjen në vitin 2011 në hotelin e tij në Zvicër të ish-kryeministrit dhe kryetarit të Partisë Demokratike të Italisë, Massimo D’Alema.
Mazzitelli e ka vizituar edhe më herët Shqipërinë, por gjurmët e përfshirjes së tij në biznes datojnë në vitin 2021. Sipas ekstraktit të QKB, Meta Resorts Albania është asistuar nga drejtoresha aktuale e AIDA, Laura Plaku (Saro) dhe kompania e saj e konsulencës ligjore, PCG deri në nëntor të vitit 2023, kur emri i saj është hequr si person kontakti nga kompania e Mazzitellit.
Plaku u zgjodh në krye të AIDA në shtator 2023, duke e çuar për likujdim kompaninë e saj të konsulencës, PCG. Emri i saj si person kontakti në kompaninë Meta Resorts Albania të Mazzitellit u zëvendësua me studion Haloçi të Majlinda Haloçit, një kontabiliste që shërben edhe si administratore e kompanisë së konsulencës që ish-kryeministri italian, Massimo D’Alema ka themeluar në Tiranë.

“Asnjë marrëdhënie që përbën konflikt interesi për pozicionin që aktualisht kam,” shkroi ajo.
E pyetur nga BIRN nëse biznesi i Mazzitellës kishte lidhje me D’Alemën në Shqipëri, Haloçi tha se ishte konsulente dhe merrej vetëm me procedurat e detyrimeve fiskale të kompanive.
“Nuk kam status dhe as dijeni që t’ju ndihmoj me informacione të tipit kush është para apo pas,” tha ajo.
‘Rast unikal’

I miratuar në vitin 2015 nga qeveria “Rama”, ligji për “Investimet Strategjike” ka kontribuar përgjatë një dekade në betonizimin e bregdetit të jugut me resorte rezidenciale dhe turistike nga një grup biznesmenësh të afërt me qeverinë, pa kursyer ekosistemin dhe habitatet e mbrojtura. Por impakti i “Pashaliman Laguna Eko Resort” i tejkalon projektet e mëparshme.
Sipas vendimit të Komitetit të Investimeve Strategjike, shteti parashikon pjesmarrje në këtë investim, ndërkohë që vlerësohet se nuk do të ketë ndikim mjedisor. Projekti i studios Archea Associati i arkitektit Marco Casamonti parashikon sipas vendimit restaurim dhe rinovim të strukturave ekzistuese dhe ndërtimin e strukturave akomoduese prej druri, që do të vendosen “mbi platforma lundruese (palafitte) në Lagunën e Pashalimanit.
Por ekspertët e fushës dhe aktivistët mjedisorë i thanë BIRN se dëmi do të jetë i pashmangshëm.
“Për mendimin tim, një projekt i tillë nuk duhet realizuar, sepse do të prishte të gjithë peizazhin historik të sitit, ku ndërthuren trashëgimia arkeologjike, mjedisore dhe ushtarake,” i tha BIRN arkeologu Saimir Shpuza, bashkëdrejtues i misionit arkeologjik në Orik.
“Sipas dokumentit, duket se ndërtimet me shtëpi druri në lagunë nuk do të interferojnë me kodrën ku gjendet siti, po të mos harrojmë se në anën tjetër të lagunës gjendet nekropoli i qytetit. Plus kësaj, ndërtesat ushtarake që kërkohet të rijetëzohen janë ngjitur me murin rrethues të qytetit dhe rrethojnë pjesën më të madhe të sitit, i cili në vetvete është një pasuri publike,” shtoi ai, duke theksuar se edhe në lagunë janë dokumentuar shumë struktura arkeologjike.
Për arkitekten dhe planifikuesen urbane, Doriana Musai, projekti është shembulli më ekstrem i konfliktit mes zhvillimit ekonomik dhe mbrojtjes së pasurive publike. Musai thekson se projekti turistik luksoz futet në një zonë të trefishtë në mbrojtje, duke krijuar sipas saj një precedent të rrezikshëm të përzierjes së turizmit komercial me infrastrukturën e sigurisë.
“Koncepti i “rijetëzimit” të trashëgimisë rrezikon të kthehet në komodifikim të arkeologjisë, duke zhdukur autencitetin e Orikumit si qytet antik dhe duke e përdorur si dekor për klientelën e resortit,” tha Musai.
“Është rast unikal në botë kjo lloj ndërhyrje, ku turizmi futet me struktura në tre zona të mbrojtura, duke i aneksuar jo vetëm territor, por edhe duke dëmtuar,” tha Musai.
Even the head of AOS, Taulant Bino, is concerned about the project, which according to him conflicts with the Cultural Heritage law and risks turning one of the "most unique lagoons in Albania" into an urban environment.
“The damage is immeasurable and unfortunately, with the approval of the new law on protected areas, there is no longer any obstacle,” said Bino. “If there were a mechanism for stopping, for protection, it would be before the decision of the SIC was given, because if it was given, no one would oppose it,” he concluded.
