Rama mobilizes MPs to politically manage the protest...
While the civic protest is gaining ground in public opinion and attracting attention at home and abroad, Edi Rama seems to have activated a new strategy to politically manage it.
An internal document, distributed to Socialist Party MPs and leaders, reveals a detailed communication plan that aims to 'neutralize' the effect of the protest without entering into direct confrontation with citizens.
The document, which has been distributed to the majority structures, clearly defines not only the tone that should be used in public, but also the messages that should be repeated by every SP representative.
The first instruction is significant. Socialists are asked to forgo harsh language and avoid any sign of arrogance or cynicism.
" Avoid arrogance, be as modest as possible ," the document says. " Not a moment of cynicism, but understanding ," the instruction continues.
Equally significant is the orientation not to attack the protest or its participants. “ Not the accusations of the protesters, nor the protest, but of the elements within it ,” the document states.
This detail shows that the new strategy does not aim to confront the protest as a whole, but to identify and attack certain individuals or groups within it, whom the majority intends to present as manipulation factors.
In fact, the document asks MPs to publicly acknowledge that this is a civic protest.
" There is a big difference between opposition protests and civic protests. The difference is felt not only in participation, but also in messages. This is clearly a civic protest and all those who participate sincerely, as are the majority of participants , should be congratulated," the guideline published by " Kapitali " states.
But immediately after this assessment, the document directs the socialists to build another narrative, that of the presence of "manipulative elements."
" But of course there are also manipulative elements in the protest. Not only from Albania, mainly opposition political parties, not only from the region, but also beyond ," the document states.
The instruction even directly mentions Iran.
" We have data, which is also public, about the amplification that Iran is making of this protest. It is not the fault of the protesters, but we should all be careful not to be used by anyone who wants to harm Albania ," it further states.
Dokumenti dikton edhe linjën e mbrojtjes së projektit, duke kërkuar që deputetët të theksojnë se ende nuk ekziston një projekt përfundimtar dhe se procesi ndodhet vetëm në fazën e studimit mjedisor.
“Sot që flasim nuk ka ende një projekt, ndërkohë që studimi mjedisor sapo ka filluar. Janë angazhuar ekspertët dhe arkitektët më të mirë ndërkombëtarë për të realizuar një projekt që të jetë krenaria jonë kombëtare”, thuhet në tekst.
Po ashtu, socialistëve u kërkohet të argumentojnë se Shqipëria ka nevojë për investime të mëdha strategjike dhe se largimi i investitorëve do të ishte një sinjal negativ për ekonominë.
“Ne jemi një vend i vogël dhe nuk e kemi luksin t’i dëbojmë investitorët e mëdhenj. Një investitor që ikën i trembur është lajmi më i keq i mundshëm për Shqipërinë”, thuhet në dokument.
Pavarësisht toneve pajtuese, dokumenti tregon se maxhoranca po përpiqet të ndërtojë një strategji të kujdesshme për të zbehur impaktin politik të protestës. Protestuesit nuk duhen sulmuar, protesta duhet pranuar si qytetare, por njëkohësisht duhet të ngrihen dyshime mbi organizatorët, ndikimet politike dhe faktorët e jashtëm që, sipas PS-së, qëndrojnë pas saj.
Në këtë kuptim, dokumenti ngjan më shumë me një manual për neutralizimin e protestës sesa me një thirrje për dialog, duke treguar se shqetësimi i qeverisë për përmasat që po merr reagimi qytetar është tashmë real.
Udhëzimi i plotë i shpërndarë për maxhorancën
Të përgjithshme:
• Shmangni arrogancën, sa më modestë.
• Në asnjë moment cinizëm, por mirëkuptim.
• Jo akuza protestuesve, as protestës, por elementëve brenda saj.
Mesazhi:
• Sa herë ka pasur protestë qytetare, ER dhe PS kanë qenë në krah të qytetarëve. Kështu ndodhi me armët kimike, kështu ndodhi edhe me studentët.
• Ka një diferencë të madhe mes protestave të opozitës dhe atyre qytetare. Diferenca ndihet jo vetëm në pjesëmarrje, por edhe në mesazhe. Kjo është qartazi një protestë qytetare dhe duhen përgëzuar të gjithë ata që marrin pjesë në mënyrë të çiltër, siç janë shumica e pjesëmarrësve.
• Por sigurisht në protestë ka edhe elementë manipulativë. Jo vetëm nga Shqipëria (kryesisht parti politike opozitare), jo vetëm nga rajoni (xhelozia për zhvillimin e turizmit elitar), por edhe më gjerë. Ne kemi të dhëna, të cilat janë edhe publike (postimet në rrjete sociale), të amplifikimit që Irani p.sh. i bën kësaj proteste. Nuk është faji i protestuesve, por të gjithë të jemi të kujdesshëm të mos përdoremi nga askush që i do të keqen Shqipërisë.
• Fatkeqësisht, mbulimi i gjerë mediatik ndërkombëtar ka pak lidhje me protestën dhe shumë lidhje me disa nga investitorët e projektit. Jemi në një moment kyç të sezonit turistik, të mos i trembim ata që duan të vizitojnë Shqipërinë dhe të shpenzojnë para në vendin tonë.
• As a majority, we must take care of the environment, but not only that. We must also promote the development of the country in all sectors, taking special care of the environment. But tourism, for example, cannot be developed only with Airbnb or with 3 or 4 star hotel structures. We also need higher-level structures and when foreign investors are offered, we should not scare them away. Look at what happened with Kakomë 20 years ago and look at where it is today. What happened then should not be repeated.
• We are a small country and we do not have the luxury of driving out big investors. One investor who runs away in fear is the worst possible news for Albania, as many, many others will not come near for a long time.
• Of course, we must take care of legality and the environment. As of today, there is no project yet, while the environmental study has just begun. The best international experts and architects have been engaged to realize a project that will be our national pride.
• There is no land donated to any investor. It is private land that was sold by a private individual to an investor.
• This is not just about a resort, but it is about a giant investment that brings benefits to all of Albania, not just to the area where the investment will be made. More employment, more production, more advertising for Albania.
• Civic protest is a celebration of democracy. How good that such protests happen. We have been and will always be open to dialogue, to listen to each other and why not to improve each other. With respect and without violence.

Ne se eshte e vertete qe KM porosit qe te shmangin arrogancen, uffffff Po kush eshte me arroganti ne PS, ne Qeveri, ne shtet e ne cdo segment te shoqerise????
Teoria Kristiane nuk te pi uje me mor i pafė. Gjithmone vepron ne kte menyre stereotipe kur shikon deshtimin. Makjavelizmit tend i ka dalur boja.
Vete ky lajm eshte strategji per te shperndare fjalen e leader-it i cili eshte shume i kujdesshem per qytetarine nderkohe qe shihet qartazi qe ka dale nga shinat e normalitetit. Plan me demagogji brenda dhe me shume hile. Ne realitet ai do te donte te ishte vete ne proteste qe te protestonte kunder vetes. Eshte absurde por krejt e besueshme kur behet fjale per nje delirant dhe tashme i shmangur nga hallet e popullit te vet. Askush nuk e ka pritur te shohe familje te tera ne proteste. Kjo eshte gjeja me e bukur qe na ka ndodhe keto 35 vite. Bravo te madhe njerzve qe dalin e protestojne edhe per ne legenat e administrates qe skemi bythe te dalim haptazi kunder ketij rregjimi hajdutesh.
Sa te mire keta te Rames mo aman..si atehere kur furnin dne burg per nje cader apo per nje fature energjie...si para 3 muajsh kur doli ligji per burg per parkim dytesor, si atehere kur doli ligji per burg nese nderton pa leje (nderkohe te gjithe PS ndertuan resorte)..Urime Rame qelbesira, do ti provosh te gjitha por njerezit nuk jane budallenj, vec atyre qe jane bythe e breke me qelbesirat komuniste
Perveç ketyre akrobacive te ketij shtremsit, o isha kurioz te dica a gjeti gje me ne fund ai karamuço analisti, qe e kishte te konfirmuar se isgin hedhur miliona dhe ishte mbushur shqiperia me agjente nga gjithe dynjaja
Strateget çifute ne veprim
Goxha strategji interesante. Deliranti arroganti psikopati skizofreni idioti ciniku sharlatani tani pasi dhjet gjak nga protesta ben thirrje per te qene kokeulur, te thjeshte. Shqiptaret kane nje mundesi tjeter per te kuptuar nga kush qeverisen. Ndaj punet ne kete vend shkojne keq e mos me keq. Nje shtet i vjedhur nje qeveri hajdute, nje kryeminister peshkaqen i korrupsionit. Ky duhet peshtyre e shkel me kembe. je njeri i papergjegjshem , qe duke qene se ka vjedh qindra milion euro, ka humbur cdo kontakt me realitetin. Ka te pakten gjithe javen qe shkoi qe nuk shkel ne zyre. E ka zili dhe kryeministri i zvicres apo Islandes.
Per cfare investimesh ne turizem e ke fjalen o pikturist. Per ato germadha ne bregdetin e jugut apo si kullat 20 kateshe qe do te besh ne Himare? MASHTRUS nuk te ecen me . Te erdhi fundi.
