
Georgia Meloni, the Prime Minister of Italy, seems to remain the favorite among European leaders, by Prime Minister Edi Rama, who on May 11, took his 4th consecutive mandate in governing Albania, even with a parliamentary majority, almost at the limits of the majority that can approve special laws alone.
Rama's behavior towards Meloni did not change even during the European Political Community Summit, where he again knelt down, an action he has done before, attracting the attention of international media.
But during the bilateral meetings, Rama and Meloni agreed to organize an intergovernmental summit between Italy and Albania to be held in Rome by 2025. Meloni and Rama also agreed to strengthen cooperation in the Defense industry, for the supply of equipment and technology in the Security and Defense sector and for the construction and management of maritime infrastructures and shipbuilding in Albania, for the construction and maintenance of naval units and for the implementation of technical and professional training initiatives.
Joint statement Italy-Albania
The first intergovernmental summit between Italy and Albania will be held in Italy by the end of the year, as agreed by Meloni and her Albanian counterpart Rama. The joint declaration, adopted at the end of the bilateral meeting, specifies that the summit will be an opportunity to assess bilateral cooperation and agree on further initiatives aimed at strengthening the strategic partnership between Rome and Tirana, identifying several key sectors, including: defense and security, energy, migration, civil protection, health, environment, economic and infrastructural development and with a focus on professional training in the sectors of cooperation.
The two countries agreed to strengthen cooperation aimed at providing means and technologies in the field of security and defense and in the construction and management of maritime infrastructure and shipbuilding in Albania, for the construction and maintenance of naval units and for the implementation of technical and professional training initiatives, the joint statement said. “The measure is part of the Agreement on Defense Cooperation of October 10, 1995 and the Memorandum of Understanding on Defense Cooperation of September 18, 2009.”
Italy and Albania also agreed to expand cooperation in the energy sector, based on the trilateral agreement between Italy, the United Arab Emirates and Albania signed in Abu Dhabi on January 15, 2025, which foresees the production of renewable energy in the Balkan country and a submarine interconnector for renewable energy that will connect Italy and Albania. The agreement between Italy, Albania and the United Arab Emirates was signed on January 15 in Abu Dhabi, in the framework of the World Future Energy Summit, and foresees the construction of an infrastructure to produce and transport clean energy from Albania to Italy, via a submarine link.
The two countries will jointly identify specific sectors with high added value to support Albania's accession process to the European Union within the framework of pre-accession technical assistance that is already in place, the statement said. “The Italian Prime Minister and Rama recalled with pleasure the start in Albania of the 108th edition of the Giro d'Italia, which took place on 9 May from Durrës, as a testament to the strength of the bond between the two countries, which also extends to sports diplomacy as a tool for cooperation and common growth.”
Furthermore, Italy and Albania have agreed to create a joint working group to deepen cooperation in the fight against irregular immigration and to strengthen Albania's maritime patrol capabilities.
Italy and Albania also announced the conclusion of a Framework Agreement aimed at the official recognition of Cassa Depositi e Prestiti in Albania as a financial institution for development, functional for the further strengthening of bilateral cooperation in the economic and infrastructure fields, also in relation to Italian technical support for the creation of the new Albanian Development Bank.
As part of the cooperation between the two countries, there is also the conclusion of an agreement for the joint creation of a trade fair center in Tirana, called "ExpoAlbania"; the creation of legal and technical instruments aimed at strengthening cooperation in the field of maritime economy and the development of projects related to the fishing industry in Albania; strengthening cooperation between Simest and the National Economic Council of Albania through training and support initiatives for Italian and Albanian small and medium-sized enterprises on the opportunities of their respective markets, promoting partnerships and investment.
